About the Position: Serves as a senior specialist responsible for workforce development and analysis for the Army Contracting Command (ACC) human resources (HR) programs. Assists leadership in making effective decisions in support of workforce management and human capital workforce development initiatives.
This is a Department of Defense (DoD) Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position. Within AcqDemo, NH-04 is equivalent to the GS-14 - 15 grade levels.
Duties
Analyze workforce data trends, conduct research, and/or analytical reviews to recommend effective products and services to focus on marketing and recruiting outreach efforts to attract, hire, retain, and develop a diverse and inclusive workforce.
Determine and revise long-range plans, goals, strategies, and objectives of a workforce development program.
Initiate research, benchmarking studies, and/or pilot programs to identify and address existing and emerging competency gaps in the civilian workforce.
Prepare reports, charts and briefings on accomplishment of workforce development goals and objectives, and make adjustments to align Human Resources strategic plans with organizational strategic plans.
Provide staff level technical advice and assistance on complex human resources management issues and/or problems impacting the overall workforce.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a Secret security clearance.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- This position is subject to a salary control point as identified in the organization's acquisition demonstration project business rules.

Specialized Experience: One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service which includes thorough knowledge of functions related to Civilian strategic human capital planning and workforce management. Experience with Civilian career management in determining and planning employee recruitment, development and retention strategies based on organizational priorities and human capital initiatives as well as experience with systems and software tools used for analyzing, identifying, and evaluating current and future workforce requirements in order to develop long and short-range strategies and related metrics.
