This position is located within the Division of Clinical and Community Services (DCCS). The incumbent in this position will perform a variety of management and program analysis assignments of limited scope. The incumbent will apply qualitative and quantitative methods for the analysis and evaluation of both internal, organizational program and administrative operations and line health care program(s) to determine their efficiency and effectiveness.
Duties
Perform limited studies or segments of larger studies that analyze and evaluate the management practices and methods, and administrative operations of an organizational unit or segment of an organizational unit.
Develop drafts of routine policies, guidelines, instructions, and procedures for administrative and management requirements.
Under limited guidance of the supervisor, the incumbent will assign Action Tracking System (ATS) assignments to appropriate subject matter expertise and ensure all actions are complete in a timely manner.
Review internal processes and procedures and propose improvements to promote efficiency and cost savings.
The incumbent will obtain and/or maintain a Contracting Officer Representative level 2 status and support appropriate contracts within the division and/or office.
The duties listed above are listed at the full performance level, GS-11. If selected at the GS-09 level, you will work in a developmental capacity leading to the full performance level.
Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
MINIMUM QUALIFICATIONS, GS-0343-09:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-07 grade level in the Federal service obtained in either the private or public sector.
Qualifying examples of specialized experience must include. but is not limited to:
1. Evaluating the productivity, effectiveness, or efficiency of program operations to provide recommendations for improvement;
2. Compiling information from multiple data sources to develop administrative reports/operation dashboards; and
3. Performing a variety of tasks to support the development of draft budget proposals, review of financial information, and budgetary adjustments.
OR
Completed a master's or equivalent graduate degree or 2 full years (36 semester hours) of progressively higher level graduate education leading to such a degree, such education must demonstrate the knowledge, skills, and abilities necessary to do the work or LL.B. or J.D., if related. (Must submit Transcripts)
OR
Combination of the specialized experience and education as described above. To determine if you qualify under this combination first divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond 1 year by 18. (Note: Only education in excess of the first year is creditable toward meeting the experience requirement when combining experience and education.) Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify. (Must submit Transcripts)
MINIMUM QUALIFICATIONS, GS-0343-11:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector.
Qualifying examples of specialized experience must include. but is not limited to:
1. Analyzing, interpreting, and developing policies and procedures to promote enhanced productivity, efficiency, and cost savings;
2. Advising management of unique conditions and issues which affect administrative activities and provides guidance on the interpretation and implementation of new and revised legislation, policies, regulations and procedures;
3. Applying qualitative and quantitative methods in the analysis and evaluation of substantive program studies and audits; and
4. Applying analytical expertise in the coordination and oversight of grant and contract management activities; to include concept memoranda, scopes of work, funding memoranda, etc.
OR
Completed a Ph.D. or equivalent doctoral degree or 3 full years (54 semester hours) of progressively higher level graduate education leading to such a degree, such education must demonstrate the knowledge, skills, and abilities necessary to do the work or LL.M., if related. (Must submit Transcripts)
OR
Combination of the specialized experience and education as described above. To determine if you qualify under this combination first divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond 2 years by 18. (Note: Only education in excess of the second year is creditable toward meeting the experience requirement when combining experience and education.) Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify. Note: You must provide copies of your graduate transcripts. (Must submit Transcripts)
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
You must meet all qualification requirements within 30 days of the closing date of the announcement.
