This position is located in the Small Business Administration, Performance Planning and CFO in Washington, DC. This position serves as a performance analyst responsible for developing a variety of analyses and leading planning efforts such as strategic planning, performance analysis and evaluation, performance dashboarding and data visualization.
Duties
Responsible for planning, coordinating, and overseeing a major functional area of agency performance management involving strategic planning and reviews; performance planning and budget integration; and performance analysis and dashboard reporting.
Plans and conducts complex strategic and performance planning projects of major significance including the development of the SBA's Strategic Plan, Annual Performance Plan, Annual Performance Report, Congressional Justification, Agency Financial Report, Agency Priority Goal Action Plans, and Quarterly Performance Reviews.
Identifies links between agency-level strategic planning and programs areas to ensure that the agency's strategic direction is aligned with program policy and legislation. Works with program officials in developing strategic goals, performance goals and performance measures that are backed by evidence and ensuring close linkage of the agency planning, policy, and budget formulation and presentation processes.
Develops new and analyzes existing quantitative performance measures that gauge and report progress toward the achievement of outcome goals for the agency's programs. As such, the incumbent plays an important role in the compliance with the Government Performance and Results Modernization Act (GPRMA) and Office of Management and Budget (OMB) requirements for GPRMA
implementation and associated activities.
Provides management with information needed to make strategic planning decisions by examining organizational systems and programs as well as proposing performance improvement alternatives to enhance the efficiency and effectiveness of programs.

Qualifications
GS-14: One year of specialized experience, equivalent to the GS-13 grade level in the Federal service, obtained in either the private or public sector:
leading the development of complex and strategic organizational performance management processes such as the strategic plan, annual performance planning, priority goal action plans, etc.; and
formulating, analyzing, and advising executive leadership on enterprise goals, organizational performance measures, and targets; and
analyzing and interpreting organizational performance data to identify trends and make recommends to executive staff on agency planning and implementation of program requirements. These qualifications must be clearly referenced in your resume.
