This position is in the Department of Health and Human Services, Administration for Community Living, Administration for Community Living (ACL), Center for Management and Budget (CMB), Office of Administration in Personnel (OAP), located in Washington, District of Columbia.
Duties
Monitors administration of agency programs to ensure compliance with regulations, policy, program intent, and plan requirements.
Analyzes management practices and methods, and administrative operations of substantive organizations and complex functions.
Identifies best practices and advises organizational leadership on how they could be adopted throughout the organization.
Recommends resolutions on difficult issues and problems requiring consideration of the total human resources management program.
Advises on law, regulations and policies formulated at the Federal, HHS, and Agency levels that apply to human resources management.
Advises on the implication of proposed management decisions with respect to substantive, as well as, procedural human resources matters.
Prepares long and short-range comprehensive reports of findings and recommendations.

Qualifications
Applicants must demonstrate that they meet the Specialized Experience requirements as noted below.
Specialized Experience:
GS-14: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below:
Conducting analyses of issues, work functions, or work processes using regulations, policies, and precedents.
Advising management on recruitment methods, strategies and/or related human resources programs.
Researching and analyzing administrative policies, processes and/or programs related to human resources, time and attendance, personnel security, training and development, and/or performance management.
Presenting, explaining data, and articulating findings to management officials.

Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
