About the Position: Serve as a Domestic Abuse Victim Advocate Specialist for the Directorate of Morale, Welfare, and Recreation, Army Community Services Division, Soldier and Family Readiness Branch on Fort Riley, Kansas.
Duties
Incumbent carries out responsibilities and assignments independently within the guidelines set by the Department of Defense (DoD), Department of the Army, State and local policy concerning the Army FAP.
Serves as a Domestic Abuse Victim Advocate Specialist (DAVAS) providing comprehensive assistance and liaison services to and for victims of dating, intimate partner, and spouse abuse.
Educates personnel on the installation regarding the most effective responses to domestic violence on behalf of victims and at-risk family members.
Develops, coordinates, and promotes domestic abuse prevention program plans and goals to mitigate risk factors for violence and establishes effective integrated protective strategies.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- TDY travel is occasionally required.
- May be required to work other than normal duty hours, on-call, or rotational shifts.
- May be required to lift and/or carry up to 25 lbs.; walking and standing is also expected during training and other related events.
- In accordance with HQDA EXORD 156-21 section 3.C.2.H., dated 29 Jan 2024,
- the Domestic Abuse Victim Advocate (DAVA) will comply with the DAVA credentialling provisions of DOD Instruction 6400.06, Domestic Abuse Involving DOD Military and Certain Affiliated Personnel.
- All Army DAVA's will obtain a DAVA credential at the basic or higher level, which demonstrates forty hours of specialized training and a minimum of thirty-two continuing education hours required every two years for renewal.
- This credential should be obtained withing twelve (12) months of hire.
- IAW DODI 1402.05, AR 608-18 (MPs - NCIC, ASAP, ACR and State Child Protective Services) and Army Directive 2014-23, IMCOM G9 Memorandum, dated 26 June 2015
- A TIER I with Child Care State Criminal History Repository (SCHR) check, formally known as a CNACI, is required for this position.
- Must obtain and maintain a TIER I SCHR Check during the duration of employment.

Basic Requirement for Domestic Abuse Victim Advocate Specialist:
Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position, such as Criminal Justice, Psychology, Sociology, Social Work, or Counseling.
OR
Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes 1) Providing services to victims such as: safety planning, risk assessment, crisis intervention, and/or coordination of emergency services (transportation, housing, food, etc.); 2) Providing support service information to customers such as: spouse benefits, locating safe shelter, advocacy with commanders, coordination of obtaining protection from abuser and/or protection from stalking orders; 3) Accompanying clients to meetings with lawyers, police, and/or commands; 4) Recommending referrals to internal and external agencies. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Criminal Justice, Psychology, Sociology, Social Work, or Counseling.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
