About the Position: This position is located with the United States Army Installation Management Command, United States Army Garrison, Fort Riley Directorate of Human Resources, Army Substance Abuse Program Division at Fort Riley, Kansas.

Duties

Oversee the Army Substance Abuse Program. Develop and execute the budget for the Army Substance Abuse Program. Perform actions in support of non-clinical personnel to include hiring, directing, supervising, and evaluating performance. Advise on matters related to non-clinical substance use and abuse. Plan and negotiate implementation of the Federal Drug-Free Workplace civilian drug testing program. Prepare local action plans to include special projects, programs, and campaigns. Interpret regulatory guidance governing the Army Substance Abuse Program and the Drug-Free Federal Workplace program. Safeguard non-clinical records and non-clinical reports. Monitor the Installation Biochemical Testing Program.

Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position, such as Social Work, Psychology, Counseling, OR Sociology. OR B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes directing multiple services for a non-clinical substance abuse program; consolidating data for budget and manpower planning; AND developing local policies to accomplish non-clinical substance abuse program goals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
