You will serve as a SUPV FINANCIAL MANAGEMENT ANALYST in the General Fund Budget Division of NAVAL FACILITIES ENGINEERING SYSTEMS COMMAND SE. Duties

You will conduct cost benefit analysis to determine the optimal use of products and services. You will analyze the costs of alternative methods of financial management programs to make recommendations for the efficient use of funds. You will maintain accounting documents, transactions, and adjustments as source documentation for audits. You will write recommendations on the development, implementation, or revision of financial management policies, plans, or programs.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level FMC03 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • You will be required to complete training, obtain, and maintain a government credit card to make official government purchases for goods and services.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties:1) Provides expert advice on all phases of budgeting and cost accounting to budget and cost account employees; 2) Performs all aspects of the planning analysis, formulation, justification, presentation, execution and review of the Command's budgets; 3) Ensures compliance with governing regulations and polices; 4) Coordinates, supervises and reviews the preparation of monthly, quarterly, and year-to-date revenue/expense statements for predetermined services; and 5) Supervises and coordinates the work of subordinate staff and assigns/reviews work with the consideration of difficulty and capability of the employees.
