Duties

You will perform periodic reviews and evaluations of weight handling equipment operations conducted by crane operations. You will develop, revise, evaluate, and review weigh handling program training for use Navy-wide. You will provide formal classroom training for mandatory training courses prescribed in NAVFAC P-307 as well as hands-on training in the inspection and load testing of weight handling equipment and rigging gear. You will resolve problems generated from maintenance, usage, inspections, and overload performance tests of weightlifting equipment.

  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing audits and inspections of weight handling programs using weight handling standards and requirements, such as NAVFAC P-307, EM-385, ASME, NAVSEA Crane Quality Manual, NAVSEA 0989-030-7000 (Lifting Standard), and other applicable weight handling program requirements and criteria; 3) Performing crane maintenance/inspection/testing/training using industry weight handling standards, such as NAVFAC P-307, EM-385 and ASME requirements.; 4) Preparing written technical reports for management; 5) Advising activity certifying officials of discrepancies that affect the safe operation of cranes; and 6) Review of training plans and providing training and assistance on weight handling maintenance/inspection/testing. GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting in crane maintenance/inspection/testing; 2) Assisting in audits and inspections of weight handling programs to weight handling standards and requirements, such as NAVFAC P-307, EM-385, ASME weight handling program standards, NAVSEA Crane Quality Manual, NAVSEA 0989-030-7000 (Lifting Standard), and other applicable weight handling program requirements and criteria; 3) Assisting in maintenance/inspection/testing/training using industry weight handling standards, such as NAVFAC P-307, EM-385 and ASME requirements; 4) Assisting in preparing written technical reports to management; 5) Assisting in advising activity certifying officials of discrepancies that affect the safe operation of cranes; and 6) Assisting with the review of training plans and providing training and assistance on weight handling maintenance/inspection/testing. Education

For the GS-11 grade level ONLY, you may substitute the following education for the specialized experience:

A Ph.D. or equivalent doctoral degree with a major study in a field related to the position.
OR
Three full years of progressively higher-level graduate education leading to a Ph.D.
or equivalent degree with a major study in a field related to the position.

OR

OR
