You will serve as a Project Manager (Weight Handling Equipment) in the Project Management Division, Engineering/Acquisition Business Line of the Navy Crane Center (NCC), Naval Facilities Engineering Systems Command. This position has a full performance level of GS-13. Applications will be accepted at the GS-12 and GS-13 grade levels. **Above salary does not include locality. Locality adjustment will be determined by duty station location once a selection has been made.**

Duties

You will serve as a senior member of the crane acquisition team and meet with other NCC personnel to determine the most appropriate acquisition method and schedule for assigned projects. You will serve as the focal point for matters pertaining to Weight Handling Equipment WHE projects and prepare detailed cost estimates for NCC. You will participate in the development of the scope of work and assist in the preparation of the FEDBIZOPS announcement. You will participate in slate and/or selection boards and on negotiation boards for crane procurement projects. You will track assigned projects through pre award, post-award, and warranty phases to ensure established deadlines and contractual performance requirements are met. You will identify and communicate the operational requirements for Weight Handling Equipment WHE and suggest equipment configuration based on life cycle cost analysis. You will coordinate review of facility design documents to ensure factors affecting crane operation are correctly portrayed. You will investigate and report on controversies with contractors, which have or are expected to develop into formal claims. You will serve as the appointed Contracting Officer's Representative for NCC contracts, functioning as the technical representative of the contracting officer. You will serve as a subject matter expert for new and existing WHE, providing technical input with regard to requirements for procurement of new, and overhaul of existing WHE.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as an Engineering and Technical Management, Practitioner. Certification is required within 60 months of appointment.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position is eligible for part time, full time or ad-hoc telework at the discretion of management.

Qualifications

FOR GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Running a multi-discipled project team e.g. (developing project needs, assisting in requirements development, holding all required in-process meetings, ensuring project requirements and deadlines have been met, and closing out the project); 2) Interfacing with customers, engineering personnel, Architect/Engineering (A/E) firms, contractor personnel, and SYSCOM (requirements development) personnel; 3) Performing detailed cost estimates, developing schedules, developing scopes of work, providing detailed status reports, and negotiating contract requirements; 4) Meeting with customers, assisting in the development of WHE operational needs, verifying coordination with facility limitations, developing a schedules to meet customer needs and assisting with specification requirements; 5) Applying professional WHE training/experience in order to anticipate needs, problems, and solutions; 6) Reviewing proposed contract changes, verifying technical adequacy/conformity to requirements, and availability of funding; and 7) Making oral and written technical reports to various levels of management both in and out of government in a clear and concise manner. FOR GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Participating on source selection boards as an advisor and board member; 2) Negotiating on crane procurement projects; 3) Reviewing facility documentation in order to ensure coordination with crane operational requirements; 4) Developing independent government estimates for WHE, developing in-house funding requirements, developing project schedules, writing and issuing project status reports, negotiating contract modifications, requesting and processing funding, and closing out a WHE procurement projects; and 5) Functioning as the technical representative for contracting officer, verifying work completion to the statement of work, and monitoring performance of work.
