This position is located in the Office of the Director, Operational Test and Evaluation (DOT&E), Office of the Secretary of Defense. DOT&E was established by statute, and the Director has the status and responsibilities equivalent to those of an Assistant Secretary of Defense. The DOT&E reports directly to Congress and to the Secretary of Defense on matters pertaining to Operational Test and Evaluation, Live Fire Test and Evaluation (LFT&E) and related resources within the Department of Defense.

Duties

As the Deputy Director, Strategic Initiatives, Policy and Emerging Technologies (SIPET), the incumbent will: Responsible for the development and updates of DOT&E strategy in accordance with the Director's vision. Plans and executes technology scouting to keep pace with advancements in science and technology, emerging technologies (e.g., autonomous/AI­ enabled systems, directed energy weapons) and advancement in adversarial capabilities to accurately characterize the Operational Test and Evaluation (OT&E) and Live Fire Test and Evaluation (LFT&E) opportunities and challenges that need to be addressed to meet the OT&E and LFT&E demands of the future. Executes the DOT&E Strategy Implementation Plan and the governance needed to effectively lead multi-functional and multi­-organizational working groups responsible for characterizing the current state, identifying and prioritizing gaps, developing innovative solutions to advance the current state and measure improvements. Ensures support and measured contributions to the DoD Strategic Management Plan and Strategic Priorities. In coordination with Service and other OSD stakeholders, leverages the strategic initiative outcomes and latest changes in DoD; strategy and policy to update or generate new OT&E and LFT&E policy and guidance. Ensures that DOT&E strategies, initiatives and policy adequately respond to emerging technologies (e.g., autonomous, artificial intelligence enabled systems), operational ·realism (e.g., multi-domain environment, and stressing threats) and requirements. Ensures that DOT&E policy and guidance are founded on the latest advances in science and technology (e.g., advanced inference methods, credible digital environments, modeling md simulation tools. data analytics). Maintains overall responsibility for the management, administration, and compliance of DOT&E and related DoD policy, directives, and operating procedures to keep stride with DOD initiatives, technology and adversary capabilities. Responsible for continuously examining organizational needs and identifying investments in capabilities that are required to fully support DOT&E mission, enhance DOT&E efficiency and effectiveness, and contribute to the DoD Performance Improvement Initiatives. Responsible for development of a talent management program and continuous education program to prepare the DOT&E staff for future OT&E and LFT&E needs..

MANDATORY TECHNICAL QUALIFICATIONS: All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You are required to respond to all of the technical qualifications. If you fail to do so, you will be rated as ineligible. Please limit your written statement to no more than 2 pages. Demonstrated knowledge of DoD or other large, outside organizations' acquisition system and test and evaluation (T&E) policies and procedures, including T&E planning, execution, analysis, and reporting. Current knowledge of DoD strategies, Congressional interests, U.S. military missions, requirements, tactics, techniques, and procedures. Detailed knowledge of OT&E and LFT&E tools, methods, and processes including but not limited to weaponeering tools, data management plans, digital engineering, digital tools, automation, artificial-intelligence enabled tools, and advanced data analytics. Professional knowledge of the DoD Planning, Programming and Budgeting System, the federal budget process, and laws, regulations, and directives that apply to budgeting, fiscal management and program execution. DoD Joint Enterprise-Wide Experience Statement: In addition, DoD requires an Enterprise Perspective. This individual must have the ability to apply a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities is required. Executives must demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. A separate narrative statement is not required. Education

Basic Requirements:
  1. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

    or

  2. Combination of education and experience -- education equivalent to one of the majors shown in 1 above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
