The primary purpose of this position is to serve as the Senior Air Force Chemical, Biological, Radiological, and Nuclear (CBRN) Survivability and Effects Program Manager and expert senior scientific and technical advisor.

Duties

1. Applies scientific expertise as the Air Force Survivability and Effects Program Manager and the expert senior scientific and technical advisor to the DAF on CBRN survivability, nuclear weapons effects [to include electro-magnetic pulse (EMP) and high-altitude electro-magnetic pulse (HEMP)] modeling and chemical, biological and radiological (CBR) weapons effects modeling and assessing impact to air and space operations. 2. Applies scientific expertise, AF military operational knowledge, and comprehensive understanding of requirements and capabilities development processes, to develop Service policy and guidance, and to identify, develop, analyze, critique, and enforce CBRN Survivability requirements for DAF mission critical systems and capabilities that enable air and space forces to conduct/support Joint Operations through any environment (contested, CBR-contaminated, Nuclear, EMP, etc.), and/or lead a team through such an effort. 3. Uses scientific and AF operational military experience and knowledge to develop methods for designing, leading, and conducting testing and evaluation of air and space requirements/capabilities for operations survivability in CBRN environment based on current or projected operational concepts and threats. 4. Utilizes scientific AF operational experience, requirements, capabilities knowledge, and expertise to prepare and present high-level briefings on conclusions and to maintain a continuous liaison with other DAF, DoD, DoE, and Federal Interagency scientists, analysts and experts, to ensure CBRN Survivability efforts synchronized across the Scientific, Test, and CWMD communities and properly addressed through the requisite requirements processes.

• This is a Centrally Managed Position; PCS expenses is authorized and will be paid IAW JTR and Air Force Regulations.

• Work may occasionally require travel away from normal duty station on military or commercial aircraft.
• This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
• May occasionally be required to work other than normal duty hours.
• May be required to perform other related duties as assigned.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, General Physical Science Series, 1301. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: General Physical Science Series, 1301 (opm.gov) In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes expert mastery and advanced scientific understanding of physical nuclear weapons effects (blast, electromagnetic pulse, fallout, radiation, shockwave) and the impact of those effects on electronic, mechanical, operational, cyber, space, materials, and human systems; ability to plan, organize, develop studies or projects and to effectively communicate with management to accept and implement recommendations, where the proposals involve substantial Air Force resources, require extensive changes in established concepts and procedures, or may be in conflict with previous policy/actions; a wide range of scientific, qualitative and/or quantitative methods for the conduct of comprehensive studies, analysis, and development of solutions for especially broad and complex military air component operational challenges, related to CBRN weapons effects. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery of advanced scientific understanding/knowledge/expertise of physical nuclear weapons effects (blast, electromagnetic pulse, fallout, radiation, shockwave) and the impact of those effects on electronic, mechanical, operational, cyber, space, materials, and human systems. 2. Expert knowledge of and experience with a wide range of scientific, qualitative and/or quantitative methods for the conduct of comprehensive studies, analysis, and development of solutions for especially broad and complex military air component operational challenges, application of materiel and non-materiel mitigation actions, and development of requirements/capabilities for same. 3. Comprehensive and expert knowledge of CBRN Survivability and demonstrated knowledge and understanding of the CBRN-hazard environment and demonstrated ability to understand, incorporate, and apply results from effects modeling tools and scientific data or tests in order to conduct detailed analysis and provide assessment of ability of military mission critical systems to withstand or operate during and/or after exposure to a CBRN environment (and/or decontamination/sanitization process) without losing the ability to accomplish the assigned mission. 4. Familiarity with AF implementation of the Joint Capabilities Integration and Development System (JCIDS) to develop capabilities documents (e.g. Initial Capabilities Document, Capabilities Development Document and Capabilities Production Documents) through corporate processes such as the AF Capabilities Development Council. Demonstrated ability to develop requirements to address specific operational needs in order to address current and emerging threats. 5. Understanding of mission, roles, functions, organizations, management, capabilities and operations of the USAF; knowledge of airpower and space systems, goals and objective. Mastery of a wide range of qualitative and/or quantitative methods for the identification and assessment of capability and operational gaps associated with conducting air operations to include air operations in a CBRN environment. 6. Ability to communicate effectively, both orally and in writing, in order to articulate and advocate AF positions and condense extremely complex scientific and technical input/issues into layman's terms without altering basic content and maintain good working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
