This position is located in the Department of Health and Human Services, Office of the Secretary of Health and Human Services, Office of the National Coordinator for Health IT, located in Washington, District of Columbia.

Duties
The purpose of this position is for the incumbent to serve as a Supervisory IT Specialist and provide technical expertise to support the IT environments, tools, systems, workflows, and data for ONC staff in accordance with best practices in IT development and security practices and ONC processes. The incumbent serves as a technical expert by providing guidance to senior management relating to IT performance issues and concerns and creating IT solutions aligned to the ONC IT Roadmap. Duties Include:
Serves as recognized technical lead for ONC application and workflow development, including maintenance and expansion of the capabilities. Manages the software development lifecycle (SDLC).
Serves as project manager to include managing timelines, issues, and risks. Briefs team members and leadership about project details such as issues to be resolved, actionable events, milestones, issues under review and deadlines/timeframes to remain on track for timely completion of projects.
Plans, analyzes, and evaluates the efficiency and effectiveness of tools used and developed to support the ONC IT Roadmap Initiatives.
Identifies and analyzes issues, problems, and challenges; formulates and evaluates possible courses of action for resolving them; and recommends solutions to organizational leadership.
Elicits and interprets technical/business needs from system owners and subject matter experts across the department to recognize and define major concerns.
Provides subject matter expertise in the development and implementation of IT and security policies and procedures.
Interprets policy and procedures, establishes priorities, and ensures quality of work is pursuant to established schedules and milestones related to the branch mission.

Specialized Experience:
GS-14: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing all of the duties listed below:
Programming language (e.g. JAVA, HTML, JSON) or workflow automation tools (e.g. Service Now, Microsoft Power Apps, Microsoft Power Automate) to perform updates or enhancements to a platform, web application or system.
Creating or maintaining database(s) (e.g. Microsoft Dataverse, SQL, or other relational database) or utilizing data visualization tools (e.g. Tableau, Microsoft Power BI) to join data together from multiple datasets.
Collaborating with various technical and non-technical stakeholders to elicit functional needs and translate them to IT solutions using a defined Software Development Lifecycle (SDLC) that includes requirements, design, development, and testing.

Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).
