This position is located in the Office of Acquisition, Logistics and Construction (OALC). The incumbent of this position serves as a Program and Management Analyst on the administrative staff of the Principal Executive Director, Office of Acquisition, Logistics and Construction.

Duties

Will be responsible for a wide range of office management and analysis duties to support the Principal Executive Director's and Chief of Staff's responsibilities for the Department's finance, budget, construction, acquisition and materiel management functions. The major duties and responsibilities include, but are not limited to: Will serve as a program and management analyst for the Office of Acquisition, Logistics and Construction (OALC) with responsibility for both the strategic planning and employee engagement programs. Responsible for developing, managing, implementing and leading a strategic planning process to further OALC's goals and objectives; managing and facilitating organization ­wide information gathering to analyze and present strategic planning options to senior leaders. Evaluates the effectiveness of policies, programs and operations in achieving the OALC's strategic goals and objectives. Exercises significant originality and creativity in applying analytic techniques, decision, analysis and problem­ solving techniques and methodologies to strategic planning and performance measurement and assessment issues. Evaluates on-going processes, actions and initiatives through feedback systems and benchmarking. Serves as the OALC Employee Engagement Program Manager. Plans and carries out the work; resolving most of the conflicts that arise; integrating and coordinating the work of others (both contractor as well as Government employees) and interpreting policy to establish Employee Engagement Program objectives. Performs analytical and evaluative work associated with management of the OALC and other business functions correspondence, objectives, and/or program activities. Provides suggestions and counsel to the Chief of Staff to appropriately represent those functions within OALC and its stakeholders, to assist as appropriate the OALC program activities. Coordinate or resolve issues with a single Executive Director office or among multiple offices. Evaluate program managed by OALC by providing in-depth analysis of variables associated with these programs. Prepares reports and/or briefings on results of studies. Conducts special studies on an array of administratively related issues that are of special concerns. Work with the Chief of Staff in developing approaches to problems of this nature. Coordinates and prepares briefings, reports, etc. for the Principal Executive Director and Chief of Staff, as requested to aid in discussions with top level officials internal and external to the Department. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/09/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. For a GS-14 position you must have served 52 weeks at the GS-13.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. [General Adjustment, FEGLI, Awards, Data Change, etc., do not support TIG]. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience, as described below: Specialized Experience GS-13: You must have one year of specialized experience equivalent to at least the next lower grade (GS-12) to qualify at the GS-13., in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: assisting with the coordination of financing plans; creating and providing program specific guidance for developing asset plans; preparing legislative proposals; and preparing briefings on policies and plans for management officials. Specialized Experience GS-14: You must have one year of specialized experience equivalent to at least the next lower grade (GS-13) to qualify at the GS-14., in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: assisting with the coordination of financing plans; creating and providing program specific guidance for developing asset plans; preparing legislative proposals; and preparing briefings on policies and plans for management officials. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
