This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The installation covers 280,000 acres including Liberty, Long, Tattnall, Evans and Bryan counties in southeast Georgia.

Duties

This position is responsible for managing Threatened and Endangered Species (TES) on a complex multi-mission military reservation that exceeds 285,000 acres. Develops and make recommendations for short and long range integrated TES management plans. Conducts surveys and studies to evaluate habitat and estimate population. Identifies habitat shortfalls which need improvement, develops plans and makes recommendations to improve and protect habitat. Reviews proposed construction and military training activities and identifies potential impacts to endangered species. Prepares biological evaluations/assessments and reviews environmental impact statements on installation projects or activities which may impact TES or their habitat. Provides biological data and review for evaluation of projects/impacts on TES. Conducts TES orientations to other installation activities (Provost Marshal Office, military units, etc.). Provides work guidance and field supervision to in-house wildlife technicians and equipment operators. Utilizes a computer to maintain records, prepare reports, and maintain historical data for long term analysis. Prepares statements for local news media or conduct educational outreach programs.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
• This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
• Incumbent of this position must be able to climb a ladder up to 50 feet, use both arms, legs, and feet, and must be able to use eyes to distinguish colors.
• The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
• This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Wildlife Biologist: A. Degree: Bachelor's degree (or higher degree) in biological science that included at least 9 semester hours in such wildlife subjects as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology; AND at least 12 semester hours in zoology in such subjects as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects (excess courses in wildlife biology may be used to meet the zoology requirements where appropriate.); AND at least 9 semester hours in botany or the related plant sciences. OR B. Combination of Education and Experience: Equivalent to a major in biological science (i.e., at least 30 semester hours), with at least 9 semester hours in wildlife subjects, 12 semester hours in zoology, and 9 semester hours in botany or related plant science, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes working with the Threatened and Endangered Species (TES) habitat management program; assisting with performing Threatened and Endangered Species (TES) population surveys, and/or assisting with administration of the Geographic Information System (GIS). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: mammalogy, ornithology, animal ecology, wildlife management, general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, or entomology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
