This position is located in the Small Business Administration, Government Contract Business Development - HQ in one of the locations listed above. The Incumbent processes applications for certification and/or conducts periodic compliance reviews to determine initial or continuing eligibility under one or more of these programs, including protests & appeals.
Duties
Reviews and analyzes all required documentation for applications, recertifications and program exams for the business development program to determine program eligibility.
Analyses can include computation of complex ratios and the comparison of participants with others in the same line business, using industry averages and other data.
Researches, compiles data and prepares reports.
Provides procedural guidance in interpreting policy related to assigned small business, HUBZone, WOSB, EDWOSB, VOSB, ASMPP, SDVOSB, SDB, and 8(a) programs.
Participates in outreach efforts to assure deep and diverse portfolios responsive to the needs of the acquisition and economic development communities.
Works with SBA's Office of General Counsel to ensure that all recommendations on WOSB, HUBZone and 8(a) applicants and participant reviews are legally sufficient and in accordance with statutory, regulatory and policy requirements.
Requirements

- You must successfully complete a background investigation.
- You may be required to serve a one-year probationary period.
Qualifications
GS-12: One year of specialized experience, equivalent to the GS-11 grade level in the Federal service, obtained in either the private or public sector: which demonstrates knowledge of small business certification programs such as 8(a) program; analyzing business financial statements, AND reviewing and confirming corporate documents, i.e., stock certificates, by-laws, tax returns, etc., verifying employment data, AND researching and evaluating third party verification reports to determine program eligibility and/or continued program eligibility. This must be clearly referenced on your resume.

TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled
