Duties

The Office of Housing provides vital public services through its nationally administered programs. It oversees the Federal Housing Administration (FHA), the largest mortgage insurer in the world, and regulates important parts of the housing industry. The Office of Housing is committed to building and preserving healthy neighborhoods and communities through homeownership, rental housing and healthcare opportunities. The Office of Multifamily Housing is responsible for the overall management, development, direction and administration of HUD's Multifamily Housing Programs. HUD's Multifamily programs provide mortgage insurance to HUD-approved lenders to facilitate the construction, substantial rehabilitation, purchase and refinancing of multifamily housing projects. MFH is widely responsible for production, asset management and portfolio oversight, and recapitalization of assisted properties, and field operations. As part of the National Housing Act of 1934, Congress created the Federal Housing Administration (FHA) which later became a part of the Department of Housing and Urban Development's (HUD) Office of Housing in 1965. As an Asset Management Division Director, you will: - Serve as the principal advisor to the Hub regarding the implementation of asset management programs. Finding and implementing ways to eliminate or reduce significant barriers to work production, promote team building, or improve business practices. - Serve as the principal asset management resource in the Multifamily Hub for providing advice and guidance on matters pertaining to asset management statutory, regulatory and administrative directives. - Serve as the primary focal point coordinating technical or programmatic issues related to the implementation of asset management programs in the Hub's jurisdiction. Serves as the senior official in the Multifamily Hub for Asset Management activities and programs, including project servicing. - Be responsible for oversight and coordinating between Multifamily Production activities and Asset Management activities in order to assure that programs are delivered in a consistent and effective manner. - Exercise supervisory oversight and responsibility for staff who serve as the primary point of contact for projects assigned with sponsor, Federal, state and local government agencies, congressional interests, other external organizations and higher authorities. Represent HUD in meetings, training, industry outreach, and similar activities with lenders and other industry partners, and other governmental entities. Supervise Branches and teams that assist and advise clients in meeting program HUD program requirements.

Qualifications

You must meet the following requirements by the closing date of this announcement. Specialized experience for the GS-15 grade level is defined as one year of experience at the GS-14 grade level, or equivalent, which is directly related to the position in this announcement and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of this position. Specialized experience for this position is defined as experience in ALL of the following: - Planning work to be accomplished by a staff of employees (i.e. establishing goals, priorities, or schedules for work completion); AND - Leading or supervising a team on projects to ensure schedules or program goals are met; AND - Serving as a multifamily technical advisor to provide guidance to program officials, residents, property owners, management agents, lenders, citizens groups, and Federal, state, or local government officials to resolve problems. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
