This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The incumbent will be responsible for the comprehensive budget formulation and execution tasks related to fiscal planning, programming, budgeting, and managing the execution of responsibilities for assigned programs and mission areas.
Duties
Coordinate the exchange of civilian payroll and other budgetary information with other government and civilian agencies.
Prepare civilian payroll and other budget schedules and other statistical and/or narrative documentation.
Ensure civilian payroll and other budgeting and/or executions of funds are in accordance with laws, regulations, and policies.
Review civilian payroll and other budget execution to identify funding shortfalls within assigned programs.
Analyze civilian payroll and other historical data to identify trends and/or assess funding requirements.
Analyze the propriety, adequacy, and/or consistency with prior performances against current utilization of funding.
Provide management with civilian payroll and other financial information such as financial reports showing the status of obligation and/or expenditures of funds.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has an occasional Temporary Duty (TDY) or business travel requirement.
- This is a DOD Financial Management position. The incumbent must complete training and meet position requirements for certification at Level 2 within 2 years of appointment. Failure to obtain and maintain certification may result in adverse action.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-11 Specialized Experience: One year of specialized experience which includes: (1) Analyzing financial data to identify trends and potential issues; (2) Monitoring budget execution to ensure adherence to approved plans; (3) Preparing financial reports for internal review; (4) Assisting in developing budget submissions and documentation; and (5) Providing budget guidance and/or information to supervisors for decision-making. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
GS-12 Specialized Experience: One year of specialized experience which includes: (1) Reviewing and/or interpret budget guidance to develop budgets for assigned programs; (2) Monitoring and/or evaluating budget execution to ensure compliance with approved budgets; (3) Preparing financial statements and/or report to inform command decision-making; and (4) Providing guidance to subordinate commands to resolve conflicting budgetary and program objectives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11.)
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12 level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
