This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as Supervisory Budget Analyst within the Transportation Working Capital Fund (TWCF) Budget Division.
Duties
Develop budget plans for the organizations budget division.
Manage the organizations working capital funds budgetary process.
Analyze budget guidance to determine impact on assigned organizations operations.
Assign work to employees based on the priority and level of complexity.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450. Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position requires a financial management level 2 certification.

Specialized Experience: One year of specialized experience which includes (1) Analyzing historical data to identify trends and/or to assess funding requirements; (2) Formulating budget estimates for annual programs; (3) Monitoring budget program details such as: allocations, obligations, and/or expenditure of funds; (4) Identifying problem areas to implement corrective courses of action within a budget; (5) Recommending procedures to develop fund allocations.
