The primary purpose of this position is to research, develop, plan, organize, and recommend new and innovative corporate policies, practices and processes for civilian manpower and personnel systems. Oversees shop support functions in support of aircraft maintenance, overhaul and modification programs from pre-production, repair processes through delivery.
Duties
Serves as expert analyst and advisor while performing civilian personnel and manpower liaison duties.
Develops and recommends programs and processes to achieve strategic goals and objectives.
Provides staff support in the areas of civilian personnel management and organizational manning.
Prepares and delivers oral presentations such as high level briefings, senior leader announcement packages, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned program(s).

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standards for Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in ???????organizational development as well as the civilian manpower and personnel systems for the oversight in the utilization of resources, and any subsequent civilian personnel actions including implementation of applicable policies and procedures. This experience includes responsibility for all aspects of aircraft depot work processes including planning, scheduling and the maintenance portion of materiel management along with flight execution related to safety, quality, schedule and financial performance. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert knowledge of a wide range of qualitative and /or quantitative methods for the assessment and improvement of complex human resource managements processes and systems.
Expert knowledge of civilian personnel related regulations, programs, missions, and functions to analyze and determine human resource plans, programs, and initiatives to support customers' current and future requirements.
Knowledge of the various Command entities involved in overall planning and execution of operations and evaluations.
Ability to perform in-depth research, gather facts, and use extensive and effective analytical and evaluative methods to accurately assess information and make sound decision involving complex issues and the development of concrete action plans.
Ability to communicate clearly and effectively, both orally and in writing, using an appropriate level of tact and diplomacy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
