Duties
Summary:
The primary purpose of this position is to serve as a Security Cooperation Program Manager within the Security Cooperation Division, providing expert advice in the analysis, planning, development, implementation and review of U.S. Security Assistance and Security Cooperation (SA/SC) programs and resources in support of HQ USCENTCOM operations and DoD Policies. Serve as the Command's subject matter expert and lead directorate advisor for SA/SC programs and efforts within the Strategy, Plans and Policy Directorate, USCENTCOM J5. Individual will collect, coordinate, evaluate, analyze and interpret SA/SC program information for countries within the USCENTCOM Areas of Responsibility (AOR) and Interest (AOI).
Duties:
Manages the integration of Security Assistance and Security Cooperation (SA/SC) programs and resources for the USCENTCOM AOR.
Leads or participates in conferences or in task groups to development or refine concepts, plans or activities for matters related to Security Assistance and Security Cooperation (SA/SC) programs and resources.
Assists with the development of budgets for SA/SC programs, resources and activities.
Interprets and implements local and higher echelon policies and regulations.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- An advance degree in International Relations, Middle East Studies/history, or related field is desirable.
- Incumbent must be able to handle stressful, “do it now” situations on a daily basis and must often work extended hours to meet immediate, urgent request from the Division Chief, J5 Director, or Commander/Deputy/Chief of Staff.
- Work may occasionally require travel overseas to remote locations with the CENTCOM AOR where heightened security measures are required.

Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the USCENTCOM, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice. Incumbent must pass initial and may be selected for random drug testing. May be subject to reasonable suspicion testing, safety mishap, or accident testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
Participation in the Department of Defense Security Cooperation Workforce Certification Program is mandatory. Once fully implemented, the incumbent will be required to maintain a minimum Intermediate certification level (Advanced level is desired) in the SC Planning, Oversight and Execution Management area of concentration.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions, Miscellaneous Administration and Program Series 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of analytical and evaluation methods. Able to measure/evaluate programs and accomplishments, conduct studies, prepare reports and analysis and validate compliance with report recommendations. Incumbent must be able to evaluate the effectiveness and efficiency of SCO programs in the field, analyze discrepancies, make appropriate written and verbal recommendations on corrective actions and conduct necessary follow-up as required; knowledgeable of all countries in the USCENTCOM AOR to include economic realities, U.S. objectives, USCENTCOM regional objectives, political-military structure, and political sensitivities; thorough and comprehensive knowledge of security assistance, security cooperation and related legislation, policies, and practices; and knowledge of the various military departments and their systems for projecting individual and unit training; how military training commands and their subordinate service schools are resourced; and how international education and training requirements can affect the military department training bases. -- Knowledge of the Security Assistance Management Manual (SAMM), the Security Cooperation Information Portal (SCIP), the FMF/IMET Budget Webtool, and the Security Cooperation - Training Management System (SCTMS) and able to interpret data derived from them and numerous other sources.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the political, military and economic environment of the HQ USCENTCOM AOR and the extent to which these factors influence the success of Security Cooperation efforts.
Knowledge of Defense Security Cooperation Agency (DSCA) systems and tools; specifically, Security Cooperation Training Management System (SC-TMS) and the Security Cooperation Information Portal (SCIP). Knowledge of safety and security regulations, practices, and procedures.
Knowledge of the unified command structure and the specific mission of U.S. Central Command and its Area of Responsibility (AOR).
Knowledge of the relationships between HQ USCENTCOM and various U.S. Government agencies and departments, including the DOD, DOS, and their subordinate agencies and command.
Skill in the application of fact-finding and investigative techniques and in the development and delivery of reports and presentations to develop and effectively communicate reports orally and in writing to senior leadership.
Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
