Duties
This position is a mission critical occupation for HRSA. This position is involved in the analysis of system and/or security requirements, the development and implementation of mission critical applications for the agency's Information Technology operations.
As an IT Specialist, you provide expert knowledge and hands-on experience with geospatial data and tools involving the, design, development, implementation, and maintenance of solutions to meet Data Warehouse information systems requirements.
Your major duties and responsibilities include:
Providing technical oversight of geospatial tools and software including the agency's enterprise Environmental Systems Research Institute (ESRI) Geographic Information Systems (GIS) system and Microsoft SQL Server database with geospatial data.
Collaborating with users to identify enterprise data display and mapping, outline the parameters and characteristics of the application, and ensure results meet customer needs.
Designing and coordinating major regional or agency-wide software projects in response to complex new or modified needs of users and managing those projects through the project lifecycle.
Working as part of a project team to coordinate Data Warehouse development by determining project scope and limitations to ensure projects are strategically aligned with customer needs and priorities.

Requirements
- U. S. Citizenship is required.
- HRSA Federal applicants must submit an SF-50 to show status and time-in-grade. Must meet Time-in-Grade by the closing date of this announcement.
- Males ages 18 through 25 must be registered with the Selective Service.
- PHS Commissioned Corps applicants must submit current personnel orders.
- A one year probationary period may be required.

To qualify for this position, you must possess IT related experience and/or training that demonstrates that you possess each of the following four competencies:

In addition to the above OPM requirements, in order to qualify for this position, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to the GS-13 in the federal service.
MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
GS-14: Your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.
Examples of the minimum qualifying specialized experience equal to the GS-13 level include the following types of tasks performed on a regular and recurring basis:
1. Managing GIS data in a geodatabase, creating maps that combine demographic data with agency data, such as grant activities or program sites to provide the maps and open Data API services at an enterprise level.
OR
2.Improving usability of web pages containing data, reports, maps, or other query tools to provide the data transparency of all the HRSA services that utilize data warehouse system tools.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions.
GEOSPAITAL INFORMATION SYSTEMS ADMINISTRATION - Skill in administering and managing an enterprise geospatial information system mapping and geospatial data system to support users across multiple organizational divisions.
DATA GATHERING AND ANALYSIS - Seeks or collects and synthesizes information from a variety of stakeholders and sources in an objective, unbiased manner to reach a conclusion, goal, or judgment, and to enable strategic and leadership decision making.
SYSTEMS ANALYSIS - Analysis of processes leading to the planning, design, and implementation of new and improved information systems to meet the business requirements of customer organizations.
PROJECT MANAGEMENT - Knowledge of the principles, methods, or tools for developing scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
