The Management and Program Analyst serves as the Program Operations Manager within the Executive Director's Office (EDO) of Strategic Investment Management (SIM), which is organizationally aligned with the Veterans Health Administration (VHA). The position will manage and provide oversight of cross-cutting SIM-wide operations, budget, contracting and project management activities.
Duties

The position serves as an expert and principal advisor to the SIM Deputy Executive Director, providing management and oversight responsibilities for all operational support functions including strategic planning budget, contract and travel management, process improvement, and cross-functional integration activities. Other duties include, but are not limited to:
Develops a comprehensive program operations plan which includes a detailed outline of action items and milestones to executive SIM's strategic plan.
Identifies and mitigates significant program changes having critical impact on resource requirements.
Directs business operations process improvement activities, including the identification, management and optimization of managerial tools needed to optimize customer requests and deliverables, resource allocation and assignment, and performance tracking.
Identifies, develops, and recommends changes in SIM-wide operational procedures, practices, and techniques to accomplish desired results with a broad view toward obtaining maximum efficiency and effectiveness.
Plans and deploys management approved strategic initiatives and organizational processes throughout SIM to successfully support its mission, as well as matters related to business, resource management, organizational and workforce development, diversity and equal opportunity, communications, and core capabilities.
Establishes guidelines for subordinates based on higher echelon guidance, program requirements, and relationships with the various VHA and VA organizations and associated programs.
Provides senior management officials with authoritative budget advice and interprets the results and needs to those officials. Furnishes reports, correspondence, and fact sheets used by management for the decision-making process.

Works with management on setting goals and objectives for the organization, determines best practices, makes decisions; resolves budget, cost accounting, appropriated and franchise fund discrepancies and overages/shortfalls; and plans for long-range SIM needs.
Monitors SIM expenditures, including clear concise reporting to SIM Leadership. Through assimilation of all current budgetary, accounting, contracting and assets information, maintains a comprehensive resource database from which finance, logistics, performance, and efficiencies may be assessed and projected.
Exercises overall responsibility for all SIM contract management functions, which includes attending meetings, and responding to contracting actions when appropriate.
Strategizes with SIM leadership, operations personnel, contracting, and program officers on the best procurement approach and contract type to provide expert acquisition support to SIM based on practical knowledge of VA and other Government Indefinite Delivery Indefinite Quantity (ID/IQ) contracting programs, blanket purchase agreements, and all other internal/external contractual agreements as required.
Leads all final reviews and approvals of SIM contracts and provides problem-solving and issue resolution for all contract actions, both pre- and post-award.
Performs other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/09/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. The Selective Placement Factor (SPF) for this position is: Must possess a Federal Acquisition Certification for Contracting Officer's Representatives (FAC-COR) Level I or II Certification.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Mastery of the application of a wide range of qualitative and quantitative analytical and evaluative methods and techniques for the assessment and improvement of assigned responsibilities for effectiveness through the improvement of complex management processes and systems.
Oral and written communication skills which can be used to present to leadership at high level meetings, congressional hearings, and in meetings with other government agencies.
Planning and analyzing administrative operations and work processes and procedures to include program staffing levels, budgeting, and distribution of program services.
Expert knowledge of a broad functional or specialized area of management; skill and experienced judgment in applying and developing criteria or requirements for testing and evaluating new approaches and concepts for major programs on a national scale.
Possesses significant experience in the use of software applications that document, manage, and generate reports on multiple projects and programs; and knowledge of SIM, organizational, and VHA goals and objectives, organizations, programs, missions, and functions to perform comprehensive analysis and studies in assigned functional areas.
Mastery skills in the completion of contracting packages, including performance work statements, cost estimation for the development of independent government cost estimates, acquisition plans, etc., as well as the evaluation of responses to solicitations;
Expert knowledge and ability to prepare and/or review contracting performance work statements (PWS), as well as understand and be able to make recommendations on contract types such as Time and Material (T&M), and Firm Fixed Price (FFP), and funding types such as medical care (0152) or development (0160).
Mastery skill to prepare and track multi-year budgets to include staffing, contracts, travel, training, and education.
Analyze and evaluate operational or planned activities; identify and modify as needed during a project lifecycle; and manage project schedules and risks.
Ability to prepare and/or edit promotional and communication material, prepare and/or evaluate presentations, brief senior VA/VHA leadership and external organizations, and provide comprehensive and analytical responses to internal or
external action items or requests for information.
Preferred Experience: Preferred experience will be utilized to identify highly qualified applicants.
Professional experience in operations, budget, and contract management for an organization or department.
Experience in planning, developing, reporting, and managing an organization or program's multi-million dollar operational budget. This includes quarterly, fiscal, and multi-year financial planning for items such as salaries, contracts, supplies, training, and travel.
Professional experience in contract administration principles and practices which includes management of contract procurements, evaluations, awards, and contractor performance.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. The work may require some periods of overtime, intense concentration, and long hours to meet program deadlines and to devise corrective action and solutions to unexpected management crises under time-sensitive conditions. The work requires almost constant use of a video display terminal.
