The Management and Program Analyst serves as the Program Operations Support within the Executive Director's Office (EDO) of Strategic Investment Management (SIM), which is organizationally aligned with the Veterans Health Administration (VHA).
Duties

The incumbent will assist in providing support for SIM-wide fiscal and budgetary support, contracting and project management support, and support with SIM operations activities. Other duties include, but are not limited to:
Supports SIM-wide project implementations and/or improvement initiatives.
Uses program/project management techniques in the development and execution of project plans including methodology, resource requirements, timelines, priorities, and budget impact.
Ensures that projects delivered meet the customer requirements. Manages all aspects of the project's scope and schedule.
Ensures the completion of project documents and makes certain they are uploaded into all necessary systems of record to track project progress and allow for analysis of historical trends.
Negotiates and coordinates project plans, budget, objectives, and schedules with customers to establish and/or manage customer expectations. Works with stakeholders and key leadership throughout SIM.
Gains and maintains familiarity with program and project process frameworks; Uses project management expertise obtained through certification or training to achieve desired outcomes for SIM.
Manages multiple projects or programs concurrently where effort involves coordination among multiple resources, other divisions, or agents outside of the organization.
Serves as a formal program manager supporting SIM contracts as necessary. Gains and maintains Federal Acquisition Certification for Program and Project Managers (FAC- P/PM).
Monitor and manage incoming operational, contract and budget related actions for SIM and requests from initial receipt to completion and closeout.
Applies analytical, evaluative, developmental, and advisory skills towards recommending improvements in SIM policy, processes, procedures, structure, and/or processes related to the SIM mission.
Keeps abreast of problem areas within SIM, solving problems independently wherever possible and making recommendations to the SIM Deputy Executive Director when necessary.
Initiates and leads special projects with to address identified issues, including conducting management studies of processes relating to all facets of SIM operations using process improvement techniques such as human centered design, change management and lean six sigma.
Assist in tracking and monitoring the SIM program budget which includes salaries, contracts, supplies, training, and travel.
Assist with the Formulation, execution, and analyzes organizational budgets, and assist the guidance on program and operational budgeting and financial management issues, with extensive knowledge of applicable laws, regulations, and policies.
Supports planning for annual and multi-year budget planning activities and submissions for the program
Assists with preparation and review of the SIM budget submission, along with all budget materials required in accordance with the annual budget cycle.
Performs other duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday through Friday, 8:00am - 4:30pm.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/09/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. GS-13 Selective Placement Factor (SPF) for this position is: Possess and maintain a Federal Acquisition Certification for Program and Project Managers (FAC-P/PM) and/or Project Management Professional (PMP) Certification.
You may qualify based on your experience as described below:
GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions (i.e., internal activities or functions such as supply, budget, procurement, or personnel which serve to facilitate line or program operations); Knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources (people, money, or equipment) in the area studied; Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity; Plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a program or support setting; assess, select, adapt, and apply a variety of education concepts, practices, and approaches to independently plan, develop, monitor, and evaluate projects and studies for which standard methods may be adequate.
GS-13 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Mastery of and skill in applying a wide range of qualitative, quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex operational processes and systems; Comprehensive knowledge of program management, contracting, budgeting, and financial principles, laws, regulations, and procedures including responsibility for formulating guidelines, implementing new developments, and providing policy interpretation; Expert knowledge of business strategy and program or technical requirements is required sufficient to perform or direct in-depth evaluations of the financial and technical capabilities, or the performance, of the staff and vendors; Thorough knowledge of agency program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments; Skill to plan, organize, and execute study work. Interpersonal skills in presenting recommendations and expert skill in negotiating effectively with management to accept and implement recommendations where the proposals involve substantial resources, require extensive changes in established procedures, or may conflict with the desires of the activity studied.
