This position is part of the Office of State and Community Energy Programs, Department of Energy. As a Procurement Analyst, you will perform analysis of DOE-wide procurement programs and policies or the audit/review of those programs or their components. The primary purpose of this position is to oversee the legal framework that acquisition specialists follow.

Duties

As a Procurement Analyst, you will:

  • Incumbent must have a Contractor Officer Representative (COR) Certificate at the time of application and maintained.
  • This position requires the incumbent to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually (5CFR Part 2634, Subpart I USOGE, 6/08)
  • Incumbent must successfully complete all mandatory training for 1102 series position within 24 months of hire and failure to do so may result in removal.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS GS-12: A qualified candidate's online resume and personnel records must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service. Specialized experience for this position is defined as meeting ALL of the following: 1. Evaluating responses to solicitations for price reasonableness, compliance with terms and conditions, and adequacy of competition.; AND 2. Applying acquisition, contract, and procurement regulations to prepare solicitations containing appropriate provisions, clauses, terms, and conditions that communicate the requirements.; AND 3. Administering contracts to include contract scope determinations, contract modifications, supplemental agreements, justifications, approval reviews/fair opportunity evaluations, claims disputes, or contract terminations. SPECIALIZED EXPERIENCE REQUIREMENTS GS-13: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-12 in the Federal service. Specialized experience for this position is defined as ALL of the following: 1. Utilizing a full range of business principles, laws, statues, executive orders, regulations, policies, and procedures to enable the employee to make decisions; AND 2. Applying contracting and procurement policy and procedures, contract types, procurement specializations, negotiation techniques, and contract administration procedures; AND 3. Developing acquisition strategies and directing or managing procurements. There is no substitution of education for experience for this position at the GS-12 and GS-13 grades. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section. You must meet all qualifications and eligibility requirements by the closing date of this announcement.

Education

This vacancy has a positive education requirement. In order to be rated as qualified, you must provide copies of your college transcripts. Failure to provide copies of your college transcripts may result in a rating of "Ineligible". Education must be obtained from an accredited institution recognized by the U.S. Department of Education. Foreign education must be reviewed by an organization recognized by the U.S. Department of Education. Basic Requirements for GS-12.

  1. A 4-year course of study leading to a bachelor's degree with a major in any field; OR
  2. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR
  3. Held an 1102 series position in the federal government at or equivalent to the same grade as this position on January 1, 2000, and are excepted from this requirement.

Basic Requirements for GS-13.

  1. At least 4-years experience in contracting or related positions. At least 1 year of that experience was specialized experience at or equivalent to work at the next lower grade level of the position in federal service, as defined under Specialized Experience in the vacancy announcement. AND a 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR
  2. Held an 1102 series position in the federal government at or equivalent to the same grade as this position on January 1, 2000, and are excepted from the requirement listed in item 1. OR
  3. Requesting a waiver of part or all of the requirements listed in item 1. It is at the discretion of the DOE Senior Procurement Executive and may or may not be approved.
