About the Position: Serves as the Chief of Business Systems Operations Division at the Rock Island Arsenal - Joint Manufacturing and Technology Center (RIA-JMTC), located at Rock Island, Illinois.

Duties

Develops all annual and long range Information Management (IM)/Information Technology (IT) budget requirements for the Rock Island Arsenal - Joint Manufacturing and Technology Center (RIA-JMTC). Monitor, Review and analyze program implementation; make decisions and recommendations for program adjustments to meet local conditions and changing situations, policies and program guidance. Maintain close coordination with all RIA-JMTC, NEC, other higher headquarters and laterally with other Organic Industrial Base (OIB) in order to ensure proper services are rendered to users on a timely and effective basis for all information. Provide oversight and management of modernized information systems and enterprise information systems business process improvements. Report and coordinate response for recovery from security incidents. Act as the organization second level interface to the NEC for troubleshooting of IT equipment, software, or process failures. Provide Administrative and technical supervision to subordinate employees. Assigns work and establishes priorities.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
  • This position requires the incumbent to possess or be able to acquire Personnel Security IT Level I in accordance with AR 25-2 Information Assurance.
  • This position may require you to work overtime and/or to work other than normal duty hours which may include evenings, weekends, and/or holidays.
  • This position requires you to obtain and maintain a Secret clearance.

(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.
