About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Network Enterprise Center in Rock Island, IL.
Duties
Serve as the Chief, Business and Cyber Security Division, Local Network Enterprise Center (LNEC) in support of the LNEC and installation’s functional organizations.
Oversee the LNEC Service Level Agreement (SLA) program.
Coordinate and serves as a voting member of the LNEC Configuration Control Board (CCB).
Manage the LNEC Cybersecurity program to ensure it fully meets prescribed Risk Management Framework (RMF) standards.
Provide cybersecurity assistance on the implementation and operation of Non-Secure Internet Protocol Router Network (NIPRNET) and Secret Internet Protocol Router Network (SIPRNET) Installation Campus Area Network (ICAN) information systems.
Ensure network vulnerability scanning is conducted per regulatory guidelines
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Must be able to obtain and maintain a Top Secret clearance.
- This position requires temporary duty (TDY) travel up to 15% of the time.
- Incumbent is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoDM 8140.03, Cyberspace workforce qualification and management program
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011
- This is a Defense Acquisition Workforce (AWF) position. The employee must meet the DoDI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification assigned on the position Conditions of Employment.

Specialized experience would be demonstrated by overseeing Information Technology (IT) projects, policy, and planning activities in support of a Local Network Enterprise Center (LNEC) to include long and short-range, capital and strategic planning; development and implementation of systems and projects; Managing Cybersecurity and Communications Security programs to meet Risk Management Framework (RMF) standards; and Planning and assigning work to be accomplished by subordinates, developing work performance standards.
