This position is a Budget Analyst in the office of the Chief, Finance Service at the Malcom Randall Department of Veterans Affairs Medical Center in Gainesville, FL.
Duties
Major duties include, but are not limited to:
Gathering extracts, reviewing, verifying, and consolidating a variety or narrative information and statistical data needed in the formulation and presentation of budget requests.
Crosschecking the accuracy of budget program data in related budgetary forms, schedules, and reports.
Comparing figures in current estimates of funding needs by line item or object class with prior year expenditures and bringing significant variations to the attention of the supervisor.
Researching guides to extract legal, regulatory, program, and budgetary information for use by the supervisor of higher-graded analysts.
Preparing preliminary budget estimates and reviewing justifications for a few relatively stable program and/or program support activities.
Receiving, screening, and recommending approval, disapproval, or modification of budget execution documents (e.g., requests for allotments of funds, requests for personnel action to fill vacancies, and travel orders) when such recommendations can be made on the basis of availability of funds and compliance with regulatory requirements.
Examining budget estimates submitted through the budget call and program review processes by each of the 40+ operating departments and each of the 50+ Special Purpose programs comparing workload and cost factors for prior years with the budget year.
Instructing and assisting Health System employees in all phases of budgeting administration.
Reviewing each department's performance quarterly resulting in major programming actions between departments to more realistically align funding with actual workload performance.
Managing internal and external budgetary planning and executing activities and ensuring compliance with periodic reporting requirements.
Providing advise to Chief, Finance Service on the status and availability of funds.
Preparing a variety of reports related to the commitment, obligation, expense, and status of funds for senior management.
Assisting in the preparation of a monthly report for the Administrative Executive council meeting to include fund control point needs and/or surplus. Report also includes status of FTEE, salaries, equipment, and NR M&R projects.
Maintaining cost data files, workload and staffing data to perform comparisons and prepare special one-time reports and required by various levels of management.
Reading and comprehending new budget policies established by VA Headquarters and advising management on technical details.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday-Friday; 8:00 a.m. - 4:30 p.m.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/04/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
For the GS-07 position you must have served 52 weeks at the GS-05.
For the GS-09 position you must have served 52 weeks at the GS-07.
For the GS-11 position you must have served 52 weeks at the GS-09.
You may qualify based on your experience and/or education as described below:
For the GS-07:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: preparing preliminary budget estimates, gathering; extracting; reviewing; and verifying statistical data, crosschecking budget accuracy, and confirming accuracy of program data in budgetary forms, schedules, and other documents. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one (1) year of graduate-level education which demonstrates the knowledge, skills, and abilities necessary to do the work and is related to the work of the position to be filled. Or, qualify for Superior Academic Achievement (SAA). Having completed all the requirements for a bachelor's degree and meet one of the following: 1. Rank in the upper one-third of your class in the college, university or major subdivision. 2. A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study. 3. A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study. 4. Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of having successfully completed graduate education above a bachelor's degree and specialized experience, as described above, which meets the total qualification requirement for the GS-7 grade level.
For the GS-09:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: carrying out technical phases of budget programs, having worked with reports related to the funds for senior management, and analyzing budgetary functions and duties associated with all phases of the budget process to include tracking salary budgets. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond one full year of graduate level education.
For the GS-11:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: carrying out technical phases of budget programs for multiple appropriations, examining budget estimates, instructing and assisting employees in all phases of budget administration, determining whether obligations; expenditures; and allotments are within funding limitations, reviewing; editing; and consolidating budget estimates. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond master's degree.

Physical Requirements: Work is sedentary. Most tasks are performed while seated at a desk or table, although occasional walking and standing are required in visiting other offices, or in going to and from meetings and conferences.
