This position is a Budget Analyst in the office of the Chief, Finance Service at the North Florida South Georgia Veterans Healthcare System, performing complex budget activities for this 600+ bed health System. The health System is an extremely active tertiary care teaching hospital affiliated with the University of Florida Colleges of Medicine, Dentistry, Pharmacy, Nursing and Health Related Professions, as well as a number of other educational institutions.
Duties
Major Duties Include (but no limited to):
Interpreting regulatory and policy guidance, and carrying out technical phases of budget programs
Examines budget estimates submitted through the budget call and program review processes.
Reviews each department's performance quarterly resulting in major programming actions between
departments.
Manages internal and external budgetary planning and execution activities and end ensures compliance
with periodic reporting requirements.
Verifies that obligations and expenditures occur on a timely basis.
Provides advice to Chief, Finance Service on the status and availability of funds.
Prepares necessary directive and instructional material for planning, preparation, execution and control of
the health System's budget programs.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/20/2023.
GS-09 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to:
Identifies, categorizes, and analyzes data in order to relate the effects of changes in funding levels of the health system.
Determines whether obligations, expenditures and allotments are within funding limitations.
Determines whether estimate of funding needs are in line with program plans.
Monitors obligations and expenditures throughout the execution phase of the annual operating budget.
Examines budget estimates submitted through the budget call and program review processes.

GS-09 Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.
OR,
GS-09 Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first (1st) year of graduate level.
GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to:
Familiar with reports related to the commitment, obligation, expense and status of funds for senior management.
Carry out technical phases of budget programs for three appropriations.
Advises management on technical details of budget policies.
Analyzes budgetary functions and duties associated with all phases of the budget process to include tracking salary budgets.
Applies the principles and practices of budget formulation to review, edit and consolidate budget estimates.

GS-11 Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PhD. or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
OR,
GS-11 Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond at least 1 year (18 semester hours) of graduate level education beyond a Master's or equivalent degree.

Physical Requirements: The work is generally sedentary with some walking and lifting, such as equipment and cases of paper and supplies weighing up to fifty pounds. Good eyesight and manual dexterity are necessary to allow for reading from CRT, and accessing information from the various computer systems. Good hearing and speech abilities are necessary to handle the extensive telephone contacts.
