The employee serves as a Budget Analyst within the Research Service or affiliated Centers at the Malcom Randall VA Medical Center in Gainesville, Florida.
Duties

NOTE: This is a TERM appointment (not to exceed 3 years). Term appointments are non-status, nonpermanent appointments of limited duration (more than 1 year but not more than 4). Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage. Term appointments may be extended without further competition (up to the 4-year maximum). The appointment to a Term position does not confer eligibility for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment.
Duties include but are not limited to:
Coordinates the budgetary research funds as it relates to the appropriate research program and for monitoring the VISN 8 medical care funds for support.
Maintains responsibility for the detailed fiscal management of the operating, salary and travel budgets for each individual research award/grant.
Oversees an average total budget amount between $2 million and $6 million annually.
Ensures the accounting of all grant funds that are received and determines the amount of funds to be deposited in the different fund control points for each grant.
Performs budget work for internal project budget operating programs in support of one or more of the phases or systems involved in budget administration, including the formulation, presentation, or execution of a budget.
Ensures data entries in the Research Management System for Windows (WinRMS) accounting system are correct.
Reviews, analyzes, and audits program data for the Research Program and works with leadership as a financial advisor.
Prepares annual report for the research program's funded research projects that reflect the total amount expended for itemized categories for each award/grant.
Monitors and coordinates changes in budgeting to assist investigators and research staff in obtaining resources, including personnel, and to advise investigators on availability of funds to meet changing requirements inherent in research activities.
Resolves budget discrepancies.
Reviews historical data and estimates, as well as current spending records and trends for a budget that covers large internal operating programs.
Prepares budget estimates for research program salaries, supplies, and services, analyzing the distribution of funds, and actual experience as compared to planned data and programs.
Serves as the Control Point Official for funds distribution, control point activity, accounting and procurement.
Performs other duties assigned.
Work Schedule: Monday - Friday, 8:00am - 4:30pm.

Qualifications
SPECIALIZED EXPERIENCE: Requires at least one (1) year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-9) in the normal line of progression for the occupation in the organization. Specialized experience includes applying the principles and practices of budget formulation to review, edit, and consolidate budget estimates from support units; utilizing knowledge of accounting and bookkeeping principles to balance records; tracking expenditure requests; analyzing data pertaining to the budget; and developing projections for fiscal year operating levels. SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.

COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED): Equivalent combinations of successfully completed graduate education (in excess of 2 years) combined with specialized experience as described above may be used to meet total qualification requirements.

Physical Requirements: The work is principally sedentary. Work may also require walking and standing in conjunction with travel to attendance at meetings and conferences away from the work site. No special physical effort or ability is required to do the work. Works in an adequately lighted, heated, and ventilated office setting with no unusual risk or discomfort. Must follow required safety precautions.
