This position is a Budget Analyst in the office of the Chief, Finance Service at the North Florida South Georgia (NF/SG) Veterans Healthcare System, the largest in Veterans Integrated Service Network 8, performing complex budget activities for this 600+ bed health System, which supports two medical centers, three satellite outpatient clinics and eight community-based outpatient clinics.
Duties

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS-9 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds.
Major Duties:
Employee examines budget estimates submitted through the budget call and program review processes by each of the 40+ operating departments and each of the 50+ special purpose programs comparing workload and cost factors for prior years with the budget year.
Instructs and assists Health System employees in all phases of budgeting administration.
Reviews each department's performance quarterly resulting in major programming actions between departments to more realistically align funding with actual workload performance.
Employee monitors obligations and expenditures throughout the execution phase of the annual operating budget.
Manages internal and external budgetary planning and execution activities and end ensures compliance with periodic reporting requirements.
Prepares necessary directive and instructional material for planning, preparation, execution, and control of the health System's budget programs.
Makes quarterly distributions of FY dollars to each fund control point based upon the annual budget plan and subsequent adjustments.
Monitors execution of budget from multiple appropriations, different sources, and types of funding (e.g., direct multi-year appropriations, transfers of funds from other agencies, and reimbursements for services performed) against execution plan.
Identifies variances and provides advice to Chief Financial Service.
Prepares a variety of reports related to the commitment, obligation, expense, and status of funds for senior management.
Prepares a monthly spreadsheet containing graphs to visualize the current status of the budget.
Maintains cost data files, workload and staffing data to perform comparisons and prepare special one-time reports as required by various levels of management.
Employee reads and comprehends new budget policies established by VA Headquarters and advises management on technical details.
Performs all duties as assigned.
Work Schedule: Full-Time Employment: 8:00 am - 4:30 pm Monday - Friday

Qualifications
For GS-9:
Specialized Experience: Possess at least one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level of GS-7 in Federal service. Specialized experience is applying the principles and practices of budget formulation to review, edit, and consolidate budget estimates from support units to prepare both annual and multi-year budget plans; operating an accounting system to review and interpretation of accounting reports. OR
Graduate Education: Possess a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. Education at the graduate level in an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. (TRANSCRIPT REQUIRED) OR
Combining Education and Experience: Possess a Combinations of successfully completed graduate education and experience as stated above to meet total qualification requirements for the grade level. To be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-9. (TRANSCRIPT REQUIRED) OR
For GS-11:

To be creditable, specialized experience must have been equivalent to at least the next lower grade level of GS-9 in Federal service. Specialized experience is applying the principles and practices of budget formulation to review, edit, and consolidate budget estimates from support units to prepare both annual and multi-year budget plans; operating an accounting system to review and interpretation of accounting reports; performing budget execution to determine whether obligations, expenditures, and requested allotments are within funding limitations approved in the health system budget plan. OR
Graduate Education: Possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Education at the graduate level in an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. (TRANSCRIPT REQUIRED) OR

Physical Requirements: The work is generally sedentary with some walking and lifting, such as equipment and cases of paper and supplies weighing up to fifty pounds. Good eyesight and manual dexterity are necessary to allow for reading from CRT, and accessing information from the various computer systems. Good hearing and speech abilities are necessary to handle the extensive telephone contacts.
