Duties
This Program Analyst position is located Acquisition Program Management (APM), Enterprise Support (ES), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Analyzes existing policies or practices to identify any inconsistencies and formulates and recommends positions on major projects/policies/issues to senior management.
Develops new policies, procedures and methods required for the administrative management, control, and maintenance of assigned programs.
Applies risk management expertise and knowledge to maximize development and effectiveness of new TSA programmatic approaches; articulates compliance with operations, policy, privacy, security, and technology type risks to program managers and business owners.
Communicates with internal and external managers as well as representatives of other government agencies and private industries to obtain information and provide guidance on critical funding/program issues and make recommendations affecting the major programs.
Leads special projects, task forces, and other action groups that support organizational goals through special assignments, projects, and of studies.
The major duties described above reflect the full performance level of this position. Typically, the lower pay band (I Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.
Qualifications
To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience equivalent to the SV-H or GS-12 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialized experience is defined as:
Analyzing new or proposed policy to determine impact on program operations and management; AND
Identifying program performance criteria that needs to be measured to evaluate quality and opportunities for improvement; AND
Reviewing and analyzing program data to ask questions, make decisions and develop strategies to improve program performance.
To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience equivalent to the SV-I or GS-13 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialized experience is defined as:
Analyzing new or proposed policy to determine impact on program operations and management; AND
Identifying program performance criteria that needs to be measured to evaluate quality and opportunities for improvement; AND
Reviewing and analyzing program data to ask questions, make decisions and develop strategies to improve program performance; AND
Developing analytical and evaluative methods with an understanding of how regulatory or enforcement of programs are administered in a transportation security program and operations.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
