Duties
Implements and is responsible for compliance activities related to environmental laws including the Resource Recovery and Conservation Act; the Comprehensive Environmental Response, Compensation, and Liability Act, the Toxic Substance Control Act, the Oil Pollution Act, the Pollution Prevention Act and the Clean Water Act.
Develops and leads audit and review processes for the hazardous waste program.
Provides expert analysis and advice to the Manager, Mission Assurance and Protection Organization Directors, Regional Directors, Area Managers, regional staff and senior leadership on complex hazardous waste policies and issues.
Reviews, analyzes, and determines the impact, effect and intent of program statues, appropriations language and OMB, DOI and Reclamation directives and regulations for assigned programs.
Reconciles conflicts between statutory requirements and program goals.
Through regular communication, establishes a collaborative working relationship with stakeholders to ensure that their needs are heard and addressed.
Uses partnerships to achieve collaborative solutions and resolve complex problems.
Analyzes diverse viewpoints to make planning decisions and solve work problems.
Represents Reclamation at meetings with Department, State, and local government officials, water user organizations and interested groups and individuals in hazardous waste issues including cleanup and liability.
Develops and executes workshops and/or training programs to ensure Reclamation-wide understanding of hazardous waste program management requirements and consistent application of policy and procedures within the hazardous waste program.
Qualifications
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".
To qualify at the GS-13, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in federal service. Specialized experience is defined as demonstrated experience: implementing and being responsible for compliance for agency activities subject to related environmental laws including the Resource Recovery and Conservation Act; the Comprehensive Environmental Response, Compensation, and Liability Act, the Toxic Substance Control Act, the Oil Pollution Act, the Pollution Prevention Act and the Clean Water Act, and associated regulations and guidelines, AND developing agency policies for hazardous waste program activities; AND developing and implementing audit and review programs for hazardous waste programs..
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 09/12/2024.
Education
This position does not allow substituting education for experience.
