Duties
This position is located within the Department of the Interior, Office of the Secretary, Orphaned Wells Program Office (Policy and Compliance Division), Washington, DC or Lakewood, CO.
At the full performance level (GS-15)the major duties of this position include but are not limited to the following:
1. Responsible for the Department's Policy & Compliance Program Division related to the orphaned oil and gas wells programs.
2. Provides oversight and management of the cross-cutting policy for the orphaned wells program. Establishes policy, standard operating procedures, and internal controls for program to assist in addressing orphaned oil and gas well reclamation on Federal, State, Tribal and private lands. Directs oversight for the compliance with statutory requirements such as determination of orphanage, state requirements for plugging, and environmental terms of grant agreements. Oversees the implementation of the environmental requirements of grant agreements, monitoring of grant performance, and reporting.
3. Provides oversight and management of the environmental compliance activities for the orphaned wells programs. Acts as the DOI coordinator for the environmental compliance program to address orphaned oil and gas wells on Federal, State, Tribal and private lands. Establishes and coordinates policy and guidance on project nominations, selection, prioritization, funds management, internal controls, reporting and other guidance, as necessary. Works with the appropriate Departmental offices, directs the review and evaluation of project proposals and the preparation of the DOI spend plan. Oversees the selection of projects, distribution and execution of funding, and reporting.
4. Addresses inquiries related to the program and provides timely responses. Works with Department staff in evaluating the program's performance, as needed. Designs, analyzes, evaluates, and recommends courses of action regarding complex issues with the implementation of the policy and environmental compliance activities for the orphaned wells programs. Directs and assigns review of documents received and prepares recommended positions for signature by Secretarial officials.
5. Develops and provides advice and guidance to the OWPO Director regarding completeness, accuracy, objectivity, feasibility, and technical and legislative soundness of complex and critically sensitive proposals that impact the program. Matters may be of national significance.
6. Functions as principal advisor for and collaborator with the Director and Deputy Director on all matters related to the policy and environmental compliance activities for the orphaned oil and gas wells programs.
7. Serves as the Division Chief to plan, assign, direct, supervise, and review the work of a group of professional, technical, and administrative employees.
The OS-OWPO has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Information
GS-15: $159,806 to $191,900 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level.

Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the series to which you are applying.
Specialized Experience:
To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to the GS-14 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Interpreting and applying laws and regulations as well as formulation of policies, procedures, and guidelines for major environmental compliance programs;
2. Overseeing, managing, and evaluating agency environmental programs including contracting, grant management, or similar experience;
3. Using qualitative and quantitative analytical techniques to collect and analyze data, evaluate program performance, and design courses of action to address deficiencies;
4. Resolving complex problems involving conflicting demands from such conditions as funding priorities, economic interest, public interest, or equivalent policy concerns; and
5. Collaborating with staff and management on programmatic issues, policy development, and advising senior level officials on technical and/or policy guidance pertaining to programmatic issues.
