The Evening Pharmacy Supervisor and Intern Program Manager is responsible for planning, directing and coordinating the comprehensive pharmaceutical services during off tours with a focus on inpatient services. Responsibilities also include pharmacy benefits management, teaching/mentoring learners, supporting research, quality assurance, and staff development. This manager is also responsible for facilitating recruitment, hiring, managing and evaluating the pharmacist student intern learners.

Duties

Program Management Provides off-tour coordination of the day-to-day activities of pharmacists, technicians, students, and volunteers assigned in all areas of the inpatient pharmacy. Provides input for performance standards, evaluates employees, formulates work schedules, trains or retrains, properly handles performance or conduct issues, and recommends personnel actions. Serves as a consultant within Pharmacy Service and with other facility health care staff in evaluating health care delivery to patients. Assessing, planning, and evaluating off tour pharmacy programs and services to ensure proper coordination between the delivery of pharmacy services and overall delivery of health care. Administration/Supervisory Assists in interviewing candidates for appointment or promotion according to federal laws and VA policies in regard to EEO requirements. Directly supervises several off tour and rotational pharmacists and technicians. Assists in providing oversight of sterile compounding and unit dose activities with other members of the inpatient pharmacy management team. Approves/disapproves leave requests, develops performance standards, counsels, disciplines, evaluates and recommends employees for awards. Responsible for performance reviews for staff as assigned. Shares responsibility for the establishment, revision of, and adherence to the policies and procedures necessary to provide the smooth and effective delivery of pharmaceutical care services in all areas of pharmacy service. Inpatient and Outpatient Clinical and Distributive Provides some inpatient pharmacy cross-coverage of off tour pharmacy service for urgent, unplanned leave with enough frequency to assure clinical skills are maintained. Maintains scope of practice as required for inpatient pharmacy rotational staff. Maintains BLS certification as required by the Minneapolis VAHCS and is encouraged to maintain ACLS certification. Education Identifies continuing education needs of professional staff and, where possible, provides programs/resources to help meet the identified needs. Identifies educational and training needs of non-pharmacist staff and where possible, provides programs/resources to help meet the identified. Quality Assurance Plans, coordinates, develops, and implements all quality assurance activities for the intern program and off tour staff. Assists other program managers for other pharmacy programs. Coordinates with other pharmacy management team members to assure completion of all training, annual retraining, competencies, fingertip testing, air quality tests, and any other regulatory requirements. Customer Service Relationships with supervisors, co-workers and others within the organization must be consistently courteous and cooperative in nature and overall contribute to the effective operation of the office. Demonstrates the ability to adjust to change or work pressure in a pleasant manner; handle differences of opinion in a businesslike fashion; follow instructions conscientiously; and function as a team member, helping the group effort where possible. Interacts with a wide variety of staff and demonstrates sensitivity to and an understanding of their needs by taking ownership of the problem and adopting the customer's needs as their own. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy. Foreign Education: Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Experience: Must have 1 year of experience equivalent to the next lower grade level, GS-12. The GS-12 requirements include: Knowledge of professional pharmacy practice. Ability to communicate orally and in writing to both patients and health care staff. Knowledge of laws, regulations, and accreditation standards related to the distribution and control of scheduled and non-scheduled drugs and pharmacy security. Skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters. AND Knowledge, Skills, and Abilities (KSAs): Pharmacists assigned to this position must demonstrate the following KSAs: Ability to effectively supervise subordinate staff. Ability to communicate orally and in writing to persuade and influence clinical and management decisions. Expert understanding of regulatory and quality standards pertaining to pharmacy. Skill in managing people or programs. Preferred Experience: Residency training or significant inpatient or hospital pharmacy experience with some prior leadership or management experience.
