The Acute Care Inpatient Pharmacy Supervisor is responsible for planning, directing and coordinating the comprehensive pharmaceutical services in the inpatient area. Responsibilities also include pharmacy benefits management, teaching/mentoring learners, supporting research, quality assurance, and staff development. As a member of the management team, the manager is responsible for all inpatient medication distribution programs throughout this highly diverse teaching and research medical center.
Duties
Major Duties:
Pharmacy Program Management Functions (25-50%)
Responsible for developing, organizing, coordinating and managing all pharmacy aspects of acute care services, both clinical and distributive, in a highly diverse teaching and research medical center. This includes the ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area. It also includes establishing program goals and the development or adjustment of operational plans and procedures to achieve them.
Responsible for the daily overall operation and coordination of inpatient pharmacy activities with all involved services and assuring the quality of services provided are of the highest standards with a focus on acute medicine and cardiology.
Inpatient areas of shared responsibility include, but are not limited to, distribution of unit dose, IV additives including chemotherapy, compounding and repackaging, and controlled substances for the acute care area.
Pharmacy Supervisor Functions (25-50%):
Monitors clinical activities in the acute care area performed by clinical rotational staff pharmacists and inpatient clinical specialists to include, but not limited to: patient counseling, patient education, clinical intervention activities, pharmacokinetic consulting.
Develops departmental competencies for staff and keeps records pertaining to competencies.
Shares responsibility for initiating Scopes of Practice credentialing process and Scope of Practice monitoring and clinical oversite.
Education (1-10%):
Assures that all necessary employee orientation and training occurs to assure continuance of high-quality services.
Assures all necessary documentation related to training is completed.
Collaborates with appropriate personnel on pharmacy training and development, to promote the learning experience and improve the performance of pharmacists, pharmacy technicians, pharmacy residents and students.
Research/Project Management (1-10%):
Contributes to research as assigned by the Chief or Associate Chiefs of Pharmacy.
Contributes to the evaluation plan of the MVAHCS Clinical Pharmacy Service as requested by the Chief or Associate Chiefs of Pharmacy. This will include evaluation of both process and outcome measures.
Participates in projects as assigned and as they relate to the practice area. When necessary, obtains proper approval from direct supervisor, regulatory bodies such as the Research and Development Committee, the Institutional Review Board, and other committees. Assists staff and trainees on project planning, execution, data analysis, presentation, and manuscript preparation and submission.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.
Foreign Education: Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).
Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure.
English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
GS-13 Pharmacy Supervisor. Responsible for the professional and administrative management of an assigned area in pharmacy service, to include budgetary execution. Such individuals have responsibilities for supervising multiple pharmacists and technicians. Manages people, maintains effective interdepartmental relations, and cooperates with other services to accomplish the medical facility's mission and goals. Develops performance standards, assures that the program area is compliant with all regulatory and accrediting body requirements, designs and implements orientation and training programs for staff, and develops and maintains systems to monitor the performance of staff activities. Develops policies and procedures relative to their assigned area.
Experience. In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level. The GS 12 requirements include:
Knowledge of professional pharmacy practice.
Communicating orally and in writing to both patients and health care staff.
Knowledge of laws, regulations, and accreditation standards related to the distribution and control of scheduled and non-scheduled drugs and pharmacy security.
Skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters.
AND Knowledge Skills and Abilities. Pharmacists assigned to this position must demonstrate the following KSAs:
Ability to effectively supervise subordinate staff.
Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
Expert understanding of regulatory and quality standards pertaining to pharmacy.
Skill in managing people or programs.
Preferred Experience: Highly desirable candidates will have recent experience in a current or previous job (including residency training) that includes project management responsibilities; advanced pharmacy degree (PharmD); PGY1 Pharmacy Practice Residency; PGY2 specialty residency or equivalent experience in a specialty applicable to this position.
