Serves as program manager with focus on research and investigational drugs. Program management responsibilities include managing all aspects of the investigational pharmacy and investigational drug use at the Minneapolis VA Health Care System, including but not limited to policy development, quality resources and coordination of educating staff to assure regulatory compliance and optimize cost effectiveness and patient outcomes.

Duties

Major Duties: Facility Investigational Drugs Program Management Functions Responsible for developing, organizing, coordinating and managing all Pharmacy Service involvement with human research investigations at the MVAHCS and others as designated. This includes the ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area. It also includes establishing program goals and the development or adjustment of operational plans and procedures to achieve them. Maintains the investigational study drug dispensing area according to the highest professional and legal standards. Is responsible for assuring safe and accurate preparation and dispensing of study drugs including coordination of procedural concerns when patients are admitted for care at the MVAHCS when enrolled in investigational studies at another institution Assists in assuring Investigational Pharmacy programs are compliant with all regulatory and accrediting body requirements (i.e. Joint Commission, FDA, ASHP, OIG etc.) and follows all regulations regarding human subject research as outlined in MVAHCS Policy, DEA/FDA regulations, VA Directives, VHA Handbooks 1200.05 and 1108.04, and other regulatory guidelines. Plans, coordinates, develops and implements all quality assurance activities and has an expert understanding of regulatory and quality standards for the program area. Contributes to quality improvement programs for medication management services in the Investigational Pharmacy Program including both inpatient and outpatient pharmacy considerations and coordinates activities with the other Minneapolis VA Health Care System (MVAHCS) pharmacy medication management services. Research/Project Management Develops and implements high quality clinical research either independently or in collaboration with other staff. The incumbent serves as a consultant to other medical center staff and trainees and assists in their formulation of the psychological characteristics and development of research studies. Assists staff and trainees on project planning, execution, data analysis, presentation, and manuscript preparation and submission. Contributes to research as assigned by Clinical Pharmacy Managers. Contributes to the evaluation plan of the MVAHCS Clinical Pharmacy Service as requested by the Clinical Pharmacy Managers. This will include evaluation of both process and outcome measures. Participates in projects as assigned and as they relate to the practice area. When necessary, obtains proper approval from direct supervisor, regulatory bodies such as the Research and Development Committee, the Institutional Review Board, and other committees. Assists staff and trainees on project planning, execution, data analysis, presentation, and manuscript preparation and submission. Pharmacy Program Management Maintains work flow patterns that assure timely delivery of pharmacy services, ensures accurate and timely documentation of encounters and follow up orders as applicable. May oversee technical and nonprofessional staff. Provides guidance in the processing of prior authorization drug consult requests utilizing national VA PBM criteria for use and local criteria documenting reasons for approval or denial and suggesting alternative preferred therapies where appropriate. Participates in quality improvement activities, pharmacoeconomic initiatives (e.g., drug conversions), committees, and workgroups in support of the pharmacy service strategic plan. May provide patient care as part of research practice. Provides patient care utilizing an advanced in-depth knowledge of specialized areas of pharmacy practice. Reports actual and/or potential errors or adverse events and participates in quality improvement initiatives to promote patient safety. Actively participates in the VA Adverse Drug Reaction (VA ADR) reporting program and enters electronic patient incident reports Education Assures that all necessary employee orientation and training occurs to assure continuance of high-quality services. Assures all necessary documentation related to training is completed. Collaborates with appropriate personnel on pharmacy training and development, to promote the learning experience and improve the performance of pharmacists, pharmacy technicians, pharmacy residents and students Identifies continuing education needs of professional staff and, where possible, provides programs/resources to help meet the identified needs. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy. Foreign Education: Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-13 Clinical Pharmacy Specialist Experience: In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level, GS-12. The GS-12 requirements include: Knowledge of professional pharmacy practice. Ability to communicate orally and in writing to both patients and health care staff. Knowledge of laws, regulations, and accreditation standards related to the distribution and control of scheduled and non-scheduled drugs and pharmacy security. Skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters. AND Knowledge, Skills, and Abilities (KSAs): Pharmacists assigned to this position must demonstrate the following KSAs: Ability to communicate orally and in writing to persuade and influence clinical and management decisions. Expert understanding of regulatory and quality standards for their program area. Ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise. Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy. Advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters.
