As an Equal Employment Specialist (Investigator) you will serve as a full-time Investigator for the U.S. Dept. of Veterans Affairs, Office of Resolution Management, Diversity and Inclusion. You will independently investigate complex employment discrimination issues by planning and conducting interviews, legal research, and record preparation.

Duties

Independently, investigate complex employment discrimination complaints to determine evidence of discrimination. Interview witnesses to gather information related to allegations of discrimination. Create a Table of Contents to match each Investigative Case File. Analyze complex evidence and facts to draw correlations and inferences of discrimination. Gather evidentiary documents to support the complaint. Communicates with stakeholders and team members to ensure thorough investigations. Complete investigations within 180 days to be timely or include approved extension/amendments to extend the timeline. Resolve problems encountered during EEO investigations promptly and professionally to maintain the integrity of the EEO process. Organize workload and assignments efficiently to ensure timely completion of the investigations assigned. Prepare a grammatically correct, coherent, and thorough Summary Report of Investigation for administrative review and judicial proceedings.

Qualifications

Specialized Experience:To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management's group coverage qualification standards, associated individual occupational requirements (IOR), and individual qualification standards covering white collar occupations in the Federal competitive service can be found here. GS11- To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Conducting investigations; (2) Reviewing testimonies and preparing documents to initiate investigations; (3) Providing training to staff on EEO procedures. OR Applicants may substitute education for experience at grade GS-11.A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or L.L.M., if related. Or applicants can combine education and specialized experience to qualify for the position. GS12- To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Conducting interviews with personnel regarding allegations of equal employment opportunity (EEO) infractions; (2) Preparing case reports for EEO complaints; (3) Investigating alleged violations of the law; and (4) Drafting actionable plans to prevent potential violations of EEO infractions.
