This position is located at the Fort Snelling National Cemetery in Minneapolis, Minnesota.

Duties

This is a bargaining unit position. This position is represented by AFGE. Please note that as provided for in the AFGE/VA Master Agreement the FIRST area of consideration for this position will be permanent employees of the local facility in which this position is being filled, the SECOND area of consideration will be employees at other VA facilities, and the THIRD area of consideration will be all other eligibles. Develops, formulates, and provides all essential data for the annual budget forecast for submission to the Cemetery Director, based on studies of past expenditures, knowledge of cemetery operation requirements, program plans and workload forecasts. Maintains budget control records and assures that funds are used in accordance with the operating budget. Reviews fund requests from key cemetery staff for adequacy, completeness, and conformance with procedural and technical requirements. Exercises fund control authority and established internal methods of control to ensure that funds are used according to operating plan. Advises the Cemetery Director as to the status and availability of funds. Processes all vouchers with the appropriate office and carries out any needed follow-up, including travel vouchers for all field staff and vouchers for payment. Manages procurement and contracting for the organization. This may include preparing procurement requests, evaluating proposals for work, acting as a COR for procurements, and/or maintaining procurement and contracting records. Reviews financial reports to assure accuracy and compliance. Prepares and assemble charts, data, reports, narrative, and statistical materials that are provided for justification for the budget. Manages contracting and procurement for small procurements that require varying approaches. Initiates and prepares contracts to secure adequate resources to facilitate operations to include determining appropriate costs, performing costs analysis, soliciting bids, writing sole source justifications, and communicating both orally and in writing with contractors. Prepares and reviews purchase orders for supplies and non-expendable property such as equipment, to include personal computer hardware and software and other specialized equipment necessary for the effective functioning of the office and the field. Exercises authorizations for obligation and expenditures of funds. Inventories and prepares documentation for excess equipment turn-in to the VA medical center. Transfer equipment from FSNCC to other facilities, to include other national cemeteries and vice versa. Completed associated paperwork for transfer and ensures all records are correctly filed. Performs public outreach as needed. Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm. May include occasional weekends. Due to the mission of the National Cemetery, the cemetery cannot be closed for more than 2 consecutive days at any given time. Additionally, when a Federal holiday falls on a Monday or Friday, staff may be required to work on that holiday or a Saturday. All staff is required to work Memorial Day and Veteran's Day each year. Staff will be required to work overtime, weekends and holidays when necessary to meet the needs of the cemetery. Occasionally staff may be called back to the facility to perform emergency overtime work. Qualifications

To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 09/04/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade. Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education, as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing analytical work, analyzing business needs for clients, communication and customer service skills, ability to run and monitor a project, and experience in gathering, analyzing, documenting and presenting data. (Evidence of this specialized experience must be supported by detailed documentation of like duties performed in positions held on your resume. You will also need to provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of specialized experience at the required grade level). OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or two full years of progressively higher level graduate level education leading to such a degree or LL.B. or J.D., if related which demonstrates the knowledge, skills, and abilities necessary to do the work of this position This education must have been obtained in an accredited college or university. (TRANSCRIPTS REQUIRED) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first 18 semester hours of graduate-level education earned. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary and is usually accomplished while the employee is comfortably seated at a desk or table. However, periods of walking, bending and stooping are required, and the employee frequently carries light objects, such as papers and books. The incumbent may need to travel approximately 20% of the time to do training. Selected applicants will be required to complete an online onboarding process.
