About the Position: The Real Property Services Field Office (RSFO) is located in the National Business Park located just outside of Ft. George G. Meade, MD. There are numerous amenities, including local eating establishments, within driving distance. The RSFO is approximately 20 miles from downtown Baltimore and 30 miles from Washington, DC. There is no public transportation to the National Business Park.

Duties

Establishes objectives and exercise wide latitude of independent judgment in the management and direction of DoD, DA, Intelligence Agencies, Navy, Air Force, and other support programs. Confers with U.S. Army Corps of Engineers Divisions and Districts, Congress, Senior Pentagon Officials, Senior Executive Service Personnel, Ambassadors, and Corporate Executives in and outside the continental United States on policies and programs. You will also be a supervisor. The programs managed involve numerous operations critical to national and homeland security. Serve as the Chief, Real Property Services Field Office (RSFO). This position reports directly to the Commander of the Baltimore District. Directs real estate actions by subordinate staff; oversees the provision of engineering plans and designs for the construction, renovation, or modification of a variety of building types, new and existing. Directs building management services for a variety of owned and leased buildings; oversees contracting, financial, security, logistics, and information management activities in a secure environment. Manages ultra-sensitive intelligence and homeland security programs of national scope. Supervise staff and perform personnel management duties for RSFO. Serves as the principal advisor and/or consultant with numerous senior managers, Congressional Committee Staff Members, Corporate Senior Executives, and others on areas of program support.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Travel in excess of 25% of the time can be anticipated.
  • Incumbent is required to possess a valid driver's license.
  • This position is designated as a drug testing program position. Refraining from illegal drug use and submitting to drug testing, when directed, are conditions of employment.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, upon entering the position and annually.
  • Position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret - SCI security clearance or access for the duration of employment.
  • Position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.

This definition of specialized experience is typical of work perform at the next lower grade/level position in the federal service (GS-14). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
