Duties
This Program Manager position is located in the Operations Support (OS), Intelligence and Analysis (I&A), Vetting Analysis Division (VAD), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
Provides management oversight of Staff responsible for improving planning and execution of projects by developing requirements, creating plans and managing plans.
Leads and develops Staff competencies, facilitates a cooperative working environment, assigns tasks, mentors employees and exercises performance management responsibilities.
Serves as a principal advisor in the planning, development, implementation, evaluation, and coordination of mission support programs and strategic planning for VAD. Also serves as a technical authority/expert consultant in the area(s) of administrative services and logistical support.
Leads the Branch in the Coordination and execution of special projects and actions of a confidential or controversial nature and/or of special interest to executive management. Defines major problems, provides advice on the advantages & disadvantages of various methods and approaches for solution, and develops ingenious strategies or solutions to improve upon key program initiatives.
Provides leadership in the oversight of quality Assurance and Control for all NTVC operations functions to measure operational performance and identify and address performance gaps. Evaluates and analyzes existing metrics and other data in order to evaluate the process, identify problems, propose solutions and develop plans for Secure Flight reporting and compliance.
Qualifications
To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as:
Planning, directing long-range policy studies, projects, or program analyses that address broad organizational issues including but not limited to the standardization of training across work sites, cross office projects that impact operational resources, the expansion of Reporting and Analytic Capabilities, and other key initiatives that significantly impact key agency strategic objectives and operations AND
Leading and conducting analysis and evaluations in order to provide solutions for operational and administrative challenges. AND
Experience in providing direction and contract oversight for vetting program management and budget/procurement issues related to vetting and credentialing national programs.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
