About the Position: This is a Program Manager, GS-0340, position for the U.S. Army Corps of Engineers, North Atlantic Division, Baltimore District, Real Property Services Field Office and located in Annapolis Junction, Maryland. You will serve as Program Manager responsible for the overall Financial management, control, development, coordination, execution and close out of assigned programs in accordance with applicable laws, regulations, policies, and established performance criteria.

Duties

Perform budgeting and financial management of complex and highly sensitive DOD real property projects and programs. Construct programs to ensure compliance with applicable program and financial laws, regulations and policies. Identify and prioritizes significant resource issues affecting real property acquisition or construction program execution. Independently conducts detailed analyses and evaluation and resolves issues accordingly. Coordinate overall development and execution of complex real property projects and programs. Utilizes standard DOD business and financial systems to build program schedules, resource budgets, and financial plans. Develop, produce, and analyze project performance reports against program objectives and applicable measures. Documents and communicates impact assessments and corrective action proposals to key program stakeholders.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R.
  • Must be able and willing to travel up to 25% of the time.
  • Employees assigned to the Real Property Services Field Office (RSFO) will require a Valid State Driver's License.
  • Incumbent will enroll in the Department of Army Drug-Free Federal Workplace Program to include passing a urinalysis drug testing prior to appointment and passing random urinalysis drug test thereafter.
  • If the security clearance requirement is Top Secret or higher, the incumbent will undergo Polygraph screening and enroll in the Department of Army Drug-Free Federal Workplace Program.
