Serves as a supervisor of the Financial Management Branch, Information Technology (IT) Resource Management Division, Technology Office (TO), Business Center, Rural Development (RD), United States Department of Agriculture (USDA). The mission of the TO is to develop information systems that accelerate the delivery of RD programs and services, provide operational support for field-oriented national information systems, provide technical support and central management across all Rural Development.
Duties
Lead and oversee IT contract development and administration providing advice, guidance and training on acquisition systems, policies, procedures, and programs
Provide recommendations and improve efficiency and business operating models for IT acquisition administration processes and evaluate acquisition procedures and systems
Guide and assist collaboration with business areas through the IT procurement process, assisting with the administration of multiple-award contracts.
Coordinate acquisition budget activities. Conduct cost analyses, including audit and substantiation of the contractor’s cost data. Utilizing a government purchase card, reconciliation and audits of purchase card program.
Reviews and directs the progress of contractors in meeting program objectives
Plans, organizes, directs, and coordinates activities of team members for procurement artifact development and IT contracting strategy coordination
Requirements

- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. (e.g., one year at the GS-13 grade level for consideration for the GS-14 grade level.)For the GS- 14 Level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: experience establishing and monitoring IT acquisition milestone schedules and costs including experience formulating strategies and action plans within an IT acquisition program. Experience supervising and training staff in areas of process improvement and contracting best practices. Verifiable experience supporting and managing contracts from pre - award to post - award, as well as, preparing procurement packages including development of requirement documents (e.g. performance work statements and objectives, cost benefit analysis, sole source justifications, etc.) There is no substitution of education for experience at the GS-14 level.
