This position is located in the Department of Veterans Affairs' Central Office (VACO) in the Human Resources Service Center (HRSC). The Human Resources Service Center (HRSC) provides a full range of human resource products and services to VACO Staff Offices, supporting a workforce of approximately 19,000. The primary purpose of the HRSC is to ensure that VACO Staff Offices have a skilled workforce to support Veterans and their families. The HRSC recognizes VA's most critical asset.

Duties

Personnel Security Management: Oversees all actions for Personnel Security and Suitability Program to include Recruitment, Oversight/Evaluation, Implementing Policies, Conducting Audits, Maintaining Privacy of Information, and Use of Automated Integrated Systems. VA's Personnel Security and Suitability Program: VA's Personnel Security and Suitability Program is outlined in VA Directive and Handbook 0710 and provides detailed guidance on how to conduct personnel security. The incumbent is responsible for the following: Performs High Risk, moderate and low risk adjudications in cases of facility upper management and Shared Service office personnel and/or subordinate organizations as applicable. Major Duties Include: Responsible for overseeing daily operations for security team and staff. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Plans and assigns work, sets priorities, advises employees on program goals and objectives, and makes decisions on work problems presented by subordinate employees. Sets performance standards and appraises work of employees. Processes adverse actions as they relate to suitability issues up to, but not limited to the development of suitability and employee relation case files that document contact with the applicant, appointee, or employee in the processing of the request for personnel action. Establishes, gathers, and coordinates record of evidence in support of proposed personnel security and suitability actions and decisions. Submits disposition requests to the appropriate court, law enforcement agency, or other source to obtain clarification or additional information regarding a case. The employee prepares removal cases and represents the facility before Merit Systems Protection Board on pre- and postemployment suitability issues. Applies policy direction to specific operating requirements and developing guidance for applying personnel security and suitability policy, procedures, techniques, and methods to a variety of work situations and various degrees or levels of controls. Responsible for responding to problems or questions involving implementation of personnel security and suitability guidelines at lower levels and for inspecting new or established personnel security and suitability programs for adequacy, efficiency, and need for improvement. Other duties may be assigned. Work Schedule: Monday-Friday, 8:00 a.m.-4:30 p.m. ET Compressed/Flexible: May be available Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position is authorized 50% telework and selectee will be expected to report to the nearest VA/government facility the remaining 50%. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/21/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience GS-13: Must have one year equivalent to at least the grade GS-12 in the normal line of progression for the occupation that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes: Experience working with requirements (e.g. forms, documentation, fingerprints, etc.) necessary to obtain any type of background investigation (e.g. T1/NACI, T2/MBI, T4/Bl, etc.) and assisting employees, contractors, affiliates, and volunteers with any questions they may have about these requirements. Working with regulations, policies, procedures, principles, and concepts that govern VA's Personnel Security and Suitability Program. Working with wide range of personnel security and suitability concepts, principles, and practices to independently review, analyze, and resolve difficult and complex problems. Applying a wide range of personnel security and suitability theories, principles, laws, rules, regulations, and procedures to identify interrelated problems, draw conclusions, and recommend appropriate courses of action. You will be rated on the following Competencies for this position: Accountability Communication Computer Skills Critical Thinking Education and Training Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
