This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.
It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DISA-DBC/CYBER DEVELOPMENT DIRECTORATE.
Duties
Interfaces directly with executive level personnel within the Joint Staff, DoD and DISA. Briefs senior managers in the Joint Staff, DoD and DISA on activities both at a task and at a project level.
Provides critical support in the testing and evaluation area; develops technical performance and reliability test packages and user acceptance test plans.
Prepares, reviews, and edits documentation, including requirements definitions, functional descriptions, software development plans, and end-user manuals.
Incumbent is a Computer Scientist specializing as a CYBER Information Systems Security Developer, who designs, develops, tests, and evaluates information system security throughout the systems development lifecycle.
Works closely with Customers and Stakeholders in monitoring changes in user mission and resources to insure continual high
responsiveness of present support and to determine new areas where ADP support would be appropriate.
Recommend commercial software, if available for procurement to supervisor. Participates in the development of documentation, such as functional requirements statements, technical specifications, and evaluation/selection criteria.
Requirements

- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- Drug testing is required.
- The position may require the selectee to hold a current DoD Top Secret security clearance based upon a Single Scope Background Investigation (SSBI).
- The incumbent must obtain Acquisition certification in the Engineering and Technical Management Functional Area at the Foundational Functional Tier within 36 months of entry into this position, in accordance with DoD Instruction 5000.66.
Qualifications
In order to qualify for this position, you must meet the requirements described below.
Basic Requirements:
For the GG-1550 Computer Scientist: Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
AND
Qualifying Experience:
To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.
For this position, qualifying experience is defined as: Experience in Developing, Designing, Testing, and Evaluating Cyber Information Security systems.

Education
