About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Meade, Maryland. This position will be filled on a permanent basis.

Duties

Advise Cyber National Mission Force (CNMF) personnel for interactive on-network operations (ION) in support of USCYBERCOM missions and delivers risk assessment and mitigation on all technical/analytical activities involving CNMF operations. Conduct risk assessment and mitigation as it applies to tactics, techniques and procedures in the execution of all CNMF operations. Establish/enforce standards associated with operator development and certification; trains and certifies operators and assists in the advancement of operator proficiency on various platforms. Serve as a leading subject matter expert (SME) on all matters related to cyberspace operations tradecraft/tool development and lifecycle management for CNMF. Exercise supervisory personnel management responsibilities. Performs the full range of supervisory duties in support of civil service and military team members. Negotiate agreements, finds technical solutions to complex problems, and resolves controversial issues. Establish policies and procedures related to IONs.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Must be able to obtain and maintain TOP SECRET security clearance with access to Sensitive Compartmented Information.
  • Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination.
  • Must be able to obtain and maintain access to NSA.
  • This position has been designated as a Testing Designated Position (TDP). Employee must pass initial and periodic short notice drug testing.
  • Incumbent may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
  • May occasionally require travel away from the normal duty station on military and/or commercial aircraft.
  • Senior-level network operator certification and experience, including at least 3 years of CO experience, is desired.

You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement: Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: To qualify based on your experience, your resume must describe one-year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1) serving as a technical authority for Cyber Operations including but not limited to offensive cyber operations, predictive analytics, software system integration, design and development of data models, statistical analysis, network traffic analyzing and/or database design and; 2) supervising employees and executing a full range of personnel actions.
