Duties

1. Provides leadership for several concurrent Rapid Development Innovation (RDI) cyber capability development efforts. 2. Provides technical expertise, oversight, and development for the (RDI) Division's cyber capability development efforts. 3. Provides project planning and management for assigned cyber capability development efforts. 4. Contributes substantively to the definition and refinement of the J9 Directorate's portfolio of capabilities development projects.

  • The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counter-intelligence scope polygraph exam

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. This is a GG-14 position in the Cyber Excepted Service (CES). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. POSITIVE EDUCATION REQUIREMENT: This position has a positive education requirement. If transcripts are not provided, your resume MUST list the appropriate academic field (e.g. biology, mechanical engineering, economics, sociology, etc.) and all courses you have taken (including those failed), which appear to satisfy the qualification requirements of the position for which you are applying. List graduate and undergraduate courses separately. Include the descriptive title and course code, completion date, grade, number of semester, quarter or classroom hours (for education completed at business, secretarial, technical school or military schools) and graduate and undergraduate classes. **As of 1 Sep 2016, current internal AF employees must attach their transcripts. Failure to do so will result in not being referred for the position.** Basic Requirements: Requires a Bachelor's degree in computer science or a bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. Evaluation of Education: Applicants should have sufficient knowledge to understand the fundamental concepts and techniques of computer science. Courses designed to provide an introduction to computer science techniques and methodologies, to problems of system design, and to other specialized fields are acceptable. Courses or experience in teaching elementary business, or shop mathematics are not acceptable. NOTE: IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE, APPLICANT MUST ALSO MEET THE QUALIFICATION REQUIREMENTS LISTED BELOW. SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: expert knowledge of and demonstrated skill in software development and the practices of cyber exploitation operations to the pursuit of difficult and complex work assignments; broad and expert knowledge of information assurance requirements associated with classified computer networks; and extensive experience in planning and managing technology awareness and exploitation programs. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to combine and apply knowledge of computer science and IT fundamentals and principles, including information assurance (IA) and systems analysis, with knowledge of computer hardware, systems software, and computer system architecture and development to define and lead implementation of efforts to develop collateral, special access and open cyberspace capabilities. 2. Skill in applying processes associated with information technology awareness and exploitation; IT systems development methods, include agile; test and evaluation methodologies; and modeling and simulation techniques and technology. 3. Knowledge and ability to apply current and evolving analytical methodologies associated with advanced concepts and technology studies to support the identification of those with best potential for successful exploitation and application to support military operations. 4. Knowledge of full spectrum cyber operations functions, techniques, and facilitating technologies and tools relevant to the conduct of cyber exploitation activities against hardened targets. 5. Knowledge of and ability to interpret and apply DoD policies and processes regulating the acquisition of materiel and associated technical support services relevant to exploration of advanced concepts and emerging information technologies. 6. Demonstrated skill in providing technical leadership for the collective efforts of cyberspace subject matter experts (SM Es), including matrixed team members and those outside the organization. 7. Demonstrated skill in software development practices, practical programming languages, unit testing, debugging software, operating system API's, networking protocols, and digital forensic processes. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
