The primary purpose of this position is: To exercise second level supervisory and managerial authorities over the 58th Special Operations Wing support staff.
Duties
Plans, organizes, and oversees the activities of the 58th Special Operations Wing.
Exercises supervisory personnel management responsibilities.
Represents the 58 SOW Commander with a variety of installation and functional area organizations.
Provides executive leadership and management to efficiently and effectively manage the 58th Special Operations Wing mission by establishing, implementing and monitoring the wing strategic planning, agreements, resourcing, establishing governance, and coordination with internal/external organizations.
Represents the commanders as chair or member of working groups and project leader responsible for leading complex projects with higher headquarters, other installations, industry, and community groups to accomplish strategic planning. The CA has an executive-level interface with local, state, tribal, and federal government establishments.

- Knowledge of basic Air Force/USSOCOM resource utilization and budgeting principle and practices is highly desired.
- Serves “on-call” and may be required to be available after duty hours when problems arise. The incumbent is subject to on-call, seven days a week, 24 hours a day, and may be require to work on holidays.
- Work may occasionally require travel away from the normal duty station via commercial or military aircraft.
- The incumbent may be expected to travel on short notice, often to high-level meetings with other services, industry, and other MAJCOMs.
- Due to the nature of the 58th Special Operations Wing’s work, a rated pilot or navigator is highly desired.
- The duties of this position meets all requirements as a category 4 designation- Key.
- This position shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office
to function effectively.
- This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,").
- This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
- This is a centrally managed position.
- This is a supervisory position. A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.
Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes: (1) apply a wide range of management methods, concepts, principles, operations, laws, regulations, programs, and practices related to flying training activities, personnel (military and civilian), and budget execution; (2) plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors; (3) plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors; (4) strategic analysis evaluation and fact-finding techniques to gather data, identify significant factors, and recommend solutions from a number of multiple alternatives.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge and ability to apply a wide range of management methods, concepts, principles, operations, laws, regulations, programs, and practices related to flying training activities, personnel (military and civilian), and budget execution.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
4. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
5. Ability to communicate both orally and in writing, to justify, defend, present, advocate, and advise on processes, actions, and decisions.
6. Knowledge of strategic analysis evaluation and fact-finding techniques to gather data, identify significant factors, and recommend solutions from a number of multiple alternatives.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
