This position is located in the Office of the Under Secretary of Defense for Research and Engineering (OUSD (R&E)). The USD(R&E) serves as the Chief Technology Officer and is responsible for research, development, and prototyping activities within the Department of Defense (DoD).

Duties

Incumbent typical work assignments may include the following: Oversees management of major and minor construction projects, budgeting, contract management and bid proposal reviews and evaluations, facility/project planning and design development, review and coordination, project administration and control. Reviews and/or approves project documentation, plans and specifications for scope compliance to include drawings and blueprints. Works with various teams on interior space planning, workstation layout, vehicle access, space management, repair of buildings and equipment. Determines the initial scope of minor and recurring construction projects through coordination and consultation with leadership. Expert knowledge of space utilization and supply offices and procedures of the Office of the Secretary of Defense (OSD), defense agencies, military departments, and other government and contracted organizations. Serves as a Project Consultant and facilitates activities to ensure the completion and success of major projects and initiatives. Acts as technical advisor that monitors overall technical operations activity, responds to inquiries from leadership to proposed enhancements in space operations, maintenance management or quality assurance. Represents interests of DIU on design teams for capital and repair and alterations work. Performs and/or coordinates with facilities management staff to engage during the span of the project lifecycle from planning, authorization, funding, procurement, design documents, construction documents, construction, turnover, to commissioning.

  • Position has been designated to maintain a Top Secret/SCI ( Special Sensitive) security clearance.
  • The incumbent must adhere to DoD Standards of Conduct
  • This position may require 20% travel.
  • This position requires you to submit a Financial Disclosure upon appointment.

Qualifications

Time in Grade: For entry at the NH-04 level, status applicants must have served 52 weeks as a NH-3 or higher grade in the Federal Service. For the NH-04, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the NH-03 grade level in the Federal service, or comparable in difficulty and responsibility to NH-03 if outside the Federal service. Specialized experience is defined as defining, establishing, and directing organizational focus on challenging and highly complex projects. Overseeing facility related projects and executing building space renovations. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Competencies: Attention to Detail, Customer Service, Financial Management, Policies and Practices, and Technical Competence Qualification and time-in-grade requirements must be met at the closing date of this announcement.

Education

There is no substitution of education for the qualifying experience at the NH-04 grade level.
