This position is located in the Department of Homeland Security (DHS), Science and Technology Directorate (S&T). The primary purpose of this position is to be responsible for programming and formulating budget submissions, advising, coordinating, and carrying out policies and procedures to assure compliance to the Department's policies and guidance. Non-BU: This is a non-bargaining unit position.

Duties

As a Supervisory Budget Analyst, GS-0560-15, your typical work assignments may include: Planning the work to be accomplished by his/her subordinates as well as setting priorities and preparing schedules for completion of work. Leading directorate response to issues, questions, and findings from the Office of Management and Budget (OMB), Government Accountability Office (GAO), Office of Inspector General (OIG), and others concerning the planning, programming, budgeting, and execution of Research, Development, Test, and Evaluation (RDT&E) activities. Directing an integrated system of budgetary staff services responsible for the review, analysis and evaluation of the effectiveness of budget operations, practices, and procedures in the administration and support services of S&T programs. Directing the review and evaluation of the fiscal year budget proposals. All DHS-HQ announcements have a 5 business day open period due to the number of applications received. Requirements

  • New supervisors/managers must successfully complete a 1-year probationary period.
  • This position requires you to have access, safeguard, and store classified national security information on a regular basis. You must be able to obtain and maintain a Top Secret security clearance.
  • You must possess, or submit to, a Single Scope Background Investigation adjudicated to Intelligence Community Directive 704 standards.
  • You must be eligible and maintain standards for a TOP SECRET clearance, and access to Sensitive Compartmented Information and must sign the applicable non-disclosure agreements.

Qualifications

Specialized Experience: You qualify for the GS-15 grade level if you possess one year of specialized experience, equivalent to the GS-14 grade level in the Federal government, performing duties such as: 1) Performing the full range of supervisory duties (i.e. planning/assigning work, evaluating performance, recommending personnel actions, etc.); 2) Utilizing analytical methods to evaluate budgetary operations and procedures for effectiveness and efficiency; 3) Advising senior staff on technical aspects of budget formulation and execution; 4) Evaluating fiscal year budget proposals to ensure compliance with applicable financial regulations. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary. If you are applying for a higher grade, please provide the SF-50 Form which shows the length of time you have been in your current/highest grade (examples of appropriate SF-50s include promotions, With-in Grade/Range Increases, and SF-50s dated a year apart within the same grade/job).
