This position is with the Office of Secure Transportation, Office of Program Integration, Aviation Operations Division. This position serves as a Transportation Management Specialist that will assist the operation of NNSA/OST-owned fleet aircraft equivalent to the activities of a large regional airline and supplemented by contracted aviation services, operating under the direction and accountability of OST.
Duties
As a Transportation Management Specialist, you will:
- Develop processes, procedures, training, and conducting observations and assessments of cargo operations.
- Identify and resolve issues pertaining to work methods and/or procedures, to ensure that unique requirements are addressed and deficiencies in operations are corrected and properly documented.
- Participate substantially in the development and revision of the Cargo Tie Down Manual with the objective of maximizing the amount of total weight that may be safely carried on board aircraft.
- Ensure effective response to operational demands while maintaining aircraft weight and balance limits.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-01, NV-01 or GS-07. Specialized experience for this position is defined as:
Examples of Specialized Experience:
1. Air cargo weight and balance capacity and restrictions, cargo area configurations and restraint requirements, aircraft structural limitations, and the weight and balance calculations.
2. Air transportation of hazardous materials. Level of expertise must be sufficient to develop and implement plans for transportation of a diverse mix of hazardous materials by airplane to include reviewing and validating shippers' declaration for hazardous goods (HAZDEC).
3. Safety principles to include operational risk management and a basic understanding of Occupational Safety & Health Administration (OHSA) regulations. Experience in developing safety, quality assurance, and personnel safety training programs.
